About this opportunity

The City of Seattle, through the Seattle Department of Transportation (SDOT), is requesting qualifications for construction management staffing on the AAC Roosevelt Pinehurst Way NE Project, with responses due August 19, 2026 at 4:00 PM and a mandatory pre-submittal conference on July 30, 2026. This is a federally funded FHWA project (NHPP-1611(005)) with partial administration through the Washington State Department of Transportation.

SDOT seeks to hire one full-time Resident Engineer, two full-time Construction Inspectors, one part-time Change Order/Scheduling specialist, one part-time Office Engineer/Document Control specialist, and one part-time Outreach support position to provide integrated construction management services. The scope encompasses pavement preservation work—a 2-inch asphalt mill and overlay on Roosevelt Way and Pinehurst Way NE between NE 92nd Street and 15th Avenue NE—including base repairs, ADA curb ramps, stormwater code-mandated drainage improvements, striping and signal loop restoration, and final surfacing. The work is intended to extend the life of existing pavement by 10 to 20 years.

The initial contract amount is $2.2 million with an initial two-year duration and potential increases in dollar amounts and duration. The estimated construction contract value is $11 million. Pre-construction services and document review are estimated for December 2026, with construction running December 2026 through January 2028 and closeout activities January 2028 through June 2028. The project received an $8.7 million PSRC preservation grant; successful project initiation and completion are contingent on receiving federal funding. Work will be accomplished in accordance with FHWA-reviewed Plans and Specifications.

A mandatory 0% Small Business Enterprise (SBE) goal applies with a voluntary 10% SBE goal requiring meaningful outreach efforts. Consultants must be registered in SAM.gov, provide current indirect cost rate documentation prepared or reviewed by WSDOT, and comply with Federal Acquisition Regulation requirements including federal debarment, lobbying certifications, and Title VI civil rights compliance. Responses must include the Federal Consultant Questionnaire, letter of interest, proof of legal business name, SBE plan, bidder questionnaire, and a 15-page proposal evaluated on personnel qualifications, firm expertise, schedule capability, cost-monitoring approach, familiarity with WSDOT/FHWA standards, and SBE participation. Questions are due August 12, 2026. Interviews are scheduled for the week of September 21, 2026, with contract execution anticipated in Q4 2026. All submissions must be made through OpenGov.
