About this file
This is a Small Business Enterprise (SBE) Plan document related to the City of Seattle Department of Transportation's (SDOT) AAC Roosevelt Pinehurst Way NE Project Construction Management services contract. The project involves hiring key staff to provide construction management services for a pavement preservation project on Roosevelt Way and Pinehurst Way NE in Seattle, Washington. The construction management team will include one full-time Resident Engineer, two full-time Construction Inspectors, one part-time Change Order/Scheduling specialist, one part-time Office Engineer, one Doc Control/Contract Administrator, and one part-time Outreach support position. The estimated construction contract value is $11 million, with pre-construction services beginning in December 2026, construction duration from December 2026 through January 2028, and closeout activities extending from January 2028 through June 2028. The project scope includes a 2-inch asphalt mill and overlay, base repairs, ADA curb ramp improvements, stormwater drainage improvements, striping and signal loop restoration, and final surfacing. The project was awarded an $8.7 million PSRC preservation grant, and successful project initiation and completion is contingent on receiving federal funding.
The SBE Plan establishes requirements and goals for subcontracting opportunities and small business participation in the construction management services contract. The plan outlines specific set-asides and participation targets for small business enterprises, women and minority-owned businesses, and disadvantaged business enterprises as part of SDOT's commitment to equitable contracting practices. Funding for the project is provided through federal FHWA sources and the $8.7 million PSRC preservation grant, with additional project funding identified during the Complete Streets planning process. Work will be performed in accordance with FHWA-reviewed project plans and specifications, and the contract is subject to federal compliance requirements and oversight.

Small Business Enterprise (SBE) Participation Plan Consultant Projects
The United States Department of Transportation (USDOT) requires recipients of funds from the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Federal Aviation Administration (FAA) to develop a Small Business Enterprise (SBE) program, as outlined in 49 CFR Part 26.39. For this contract, there is a 0% mandatory SBE goal. However, as required by the City’s funding agreement for this project, the City encourages a voluntary SBE participation goal of 10% on this USDOT-funded project that does not have a mandatory Disadvantaged Business Enterprise (DBE) goal. The purpose of this plan is for your company to explain how it will include small businesses—certified as SBEs by the Office of Minority and Women’s Business Enterprises (OMWBE)—in your project. Please note while the 10% SBE goal is voluntary, submitting this plan is mandatory and continuous outreach to include SBEs to perform Commercially Useful Functions is required.
