About this opportunity
Sedgwick County, Kansas, in coordination with the City of Wichita, is requesting proposals for evidence-based opioid use disorder treatment, recovery, prevention, and education services under RFP 26-0081, with proposals due September 15, 2026 at 1:45 p.m. CST and a pre-bid webinar on August 3, 2026. Funding derives from pharmaceutical opioid settlement funds under the Kansas Fights Addiction Act, with 25 percent of state proceeds distributed to participating cities and counties.
Eligible applicants include nonprofit organizations, government agencies, healthcare providers, behavioral health or substance use treatment providers, schools, tribal organizations, faith-based entities, grassroots or peer-led organizations, and for-profit providers. No set-asides or preference programs are identified.
The total funding available for the Integrated Care priority area is $580,000, with anticipated awards of up to $200,000 per awardee and 2–3 anticipated awards. The contract period runs through December 31, 2027, with one optional one-year renewal available at the sole discretion of the County and City. Cost-sharing is equal between County and City, each responsible for half of awarded contract amounts. The opioid settlement fund operates as payer of last resort; applicants must bill Medicaid, Medicare, and private insurance first, with settlement funds covering uninsured and underinsured gaps only. Funded services cannot be billed to clients and cannot supplant existing funding; supplementation and expansion of current services are permitted.
Proposals are scored on a 100-point scale: project understanding and methodology (25 points), qualifications and capacity (20 points), evidence-based practices (20 points), performance measures (10 points), accessibility (10 points), and reasonableness of cost (15 points). Required submissions include IRS determination letters or government entity documentation, W-9 forms, recent audits or financial statements, detailed line-item budgets, and letters of commitment or memoranda of understanding from key partners. Indirect or administrative costs are capped at 5 percent of total direct costs. Contractors must carry comprehensive insurance including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($1,000,000/$3,000,000), automobile liability ($500,000 combined single limit), and umbrella liability ($1,000,000 each claim and aggregate). Questions are due August 13, 2026; addenda will be posted by August 21. Board recommendation and award decisions are anticipated in October and November 2026.
