About this file
This is a budget workbook template and instructions document for the Sedgwick County and City of Wichita Opioid Settlement Fund (OSF) supporting the RFP 26-0081 Integrated Care initiative for Evidence-Based Opioid Use Disorder treatment, recovery, prevention, and education services. The workbook requires applicants to submit two mandatory budget components: a Summary Budget tab providing a one-page overview of the full two-year funding request by category, and a Budget Narrative tab containing line-by-line costs with detailed justifications. The contract period runs from 2027 through 2028, with applicants required to project budgets separately for each year and explain any year-over-year changes. The workbook includes built-in automated calculations and verification checks, including a balance check ensuring the headline request matches rolled-up line items and an indirect cost cap verification.
OSF funding covers only the uninsured and underinsured gap, with applicants required to bill Medicaid, Medicare, and private insurance as the primary payers. Eligible budget categories include personnel, fringe benefits, contracted services, client/participant support, supplies (including MOUD/MAT medications and harm reduction supplies), staff travel and local transportation, and data and evaluation systems. Indirect or administrative costs are capped at 5 percent of total direct costs. The workbook explicitly prohibits funding for construction, fundraising, building depreciation, and land or building purchases, while treating equipment under $10,000 per unit as direct supplies. Applicants must not supplant existing funding and may only use OSF funds to supplement, expand, or enhance current work. If awarded, organizations must submit quarterly financial reports demonstrating actual spending against the approved budget.

Instructions & Rules
| Sedgwick County/City of Wichita OSF Budget Workbook | |
| Instructions and Rules | DRAFT prototype for internal review | |
| What to submit | |
| This workbook has two required pieces plus two teaching aids: | |
| • | Summary Budget tab (required). One-page view of the full 2-year request by category. Rolls up automatically from the narrative. |
| • | Budget Narrative tab (required). Line-by-line costs and the justification for each. This is the tab you fill in. |
| • | Budget Tips and Worked Example tabs (reference). A row-by-row guide and a fully filled sample. |
| • | There is no separate capital form. OSF excludes construction and building/land purchase, and equipment under $10,000 per unit is treated as a direct supply. If a true capital item is contemplated, raise it before applying. |
| How the workbook works | |
| Fill in the Budget Narrative tab first. Type amounts only in the blue cells, across Year 1 (2027) and Year 2 (2028). Totals, subtotals, and the Summary tab calculate on their own. Green figures are links from the narrative, not numbers to type over. | |
| Enter only the OSF-funded portion of each cost. Round to whole dollars. | |
| Two automatic checks guard the math: a balance check (your headline request must equal the rolled-up line items) and an indirect-cap check (indirect cannot exceed 5% of direct). | |
| Important rules | |
| • | OSF is the payer of last resort. If a client has Medicaid, Medicare, or private insurance, bill that source first. Request OSF funds only for the uninsured or underinsured gap. |
| • | Do not bill clients for services funded under this contract. |
| • | Indirect/administrative costs cannot exceed 5% of total direct costs (Categories A through G). |
| • | Construction, fundraising, building depreciation, and land or building purchase are not allowable. |
| • | Provide a 2-year projection: Year 1 (2027) and Year 2 (2028). Explain any year-over-year change in the narrative. |
| • | Funds may not supplant existing funding. They may supplement, expand, or enhance existing work. |
| • | If funded, you will submit quarterly financial reports showing actual spending against this budget. |
| Category guide | |
| A. Personnel | |
| Each position charged to the program: title, FTE %, annual salary x % = OSF cost. Note vacant positions and the hiring plan in the narrative. | |
| B. Fringe benefits | |
| Employer benefit costs for funded staff. Break out each component (FICA, workers' comp, health, retirement) with rate and amount. | |
| C. Contracted services | |
| Contracted services tied directly to delivery: communications, professional services/consultants, clinical supervision, interpretation, subcontracts. | |
| D. Client/Participant support | |
| Direct support to participants: client transportation and bus passes, incentives, emergency assistance. Describe how each offering is issued and tracked. | |
| E. Supplies | |
| Items consumed by the program: MOUD/MAT medications (payer of last resort), harm reduction supplies, drug testing, client and office supplies, curriculum, non-capitalized equipment under $10,000. | |
| F. Travel or local transportation | |
| Staff mileage for outreach and home visits, and conference or training travel. Use unit-rate math and note the reason for each trip. | |
| G. Data and evaluation | |
| Systems and services to track participants, collect outcome data, and report quarterly: case management/EHR software, reporting tools, evaluation services. | |
| H. Indirect or administrative | |
| Agency-wide overhead that supports the program but cannot be tied to one activity (executive oversight, HR, IT, accounting). Capped at 5% of direct costs. |

Budget Tips
| Budget Tips - how to fill each part | |
| Work top to bottom on the Budget Narrative tab. Type only in the blue cells. | |
| Where | What to enter |
| Applicant name / project title | Type once on the narrative tab. The Summary tab copies them automatically. |
| Blue cells | The only cells you type into. Everything else is a formula. Enter the OSF-funded portion only, in whole dollars. |
| Year 1 / 2 columns | Spread each cost across the two contract years (2027-2028). One-time costs go in the year they occur; leave the other blank. |
| A. Personnel | One row per position. In the gray note, give annual salary, % time on this program, OSF cost, and duties. Flag any position you still need to hire. |
| B. Fringe | Enter the total; break the rate down in the note (FICA, workers' comp, health, retirement). |
| C. Contracted services | Unit-rate math: $/hour x hours, $/month x 12. Name the vendor or service and why it is needed. |
| D. Client/Participant support | Direct help to participants (bus passes, incentives, emergency assistance). Note who is eligible and how you track it. |
| E. Supplies | Quantity x unit cost. For medications and billable items, state that OSF covers only the uninsured/underinsured gap. Equipment under $10,000/unit goes here. |
| F. Travel or local transportation | Staff mileage (miles x IRS rate) and training travel (registration + lodging + per diem). |
| G. Data and evaluation | Case management/EHR software, reporting tools, and any evaluation services used to track and report outcomes. |
| H. Indirect | Cannot exceed 5% of direct (A through G). The narrative tab shows the maximum allowed and flags OVER CAP if you exceed it. |
| Balance check (Summary tab) | Type your headline 2-year request in the gold box. If it equals the rolled-up line items, the check reads BALANCED. |
