About this opportunity
Schertz-Cibolo-Universal City Independent School District (SCUCISD) is soliciting proposals for stop loss insurance coverage through Request for Proposal (RFP) #26-002V, with Gallagher Benefit Services acting as the district's consultant. The district seeks proposals from Texas-licensed insurance companies to provide comprehensive stop loss insurance for medical and prescription drug benefits, covering full-time and variable employees working at least 18.5 hours per week. The RFP offers three specific stop loss insurance options with individual deductible levels of $200,000, $250,000, and $300,000, effective January 1, 2026, for a 12-month contract period with potential renewal. Proposals are due by 2:00 PM on October 23, 2025, and must be submitted electronically through the Bonfire procurement platform. Key requirements include submitting rates net of commissions, providing preliminary renewal rates six months prior to the effective date, offering monthly claims reporting, complying with HIPAA regulations, and including 12 months of run-out coverage in the rates.
The solicitation does not specify specific set-aside designations or restrictions on respondent types, but requires comprehensive vendor documentation including a proposal form, vendor questionnaire, vendor workbook response, and conflict of interest forms. The current stop loss insurance vendor is HM Insurance, with an existing annual stop loss premium of $1,384,382. The district currently operates three Aetna/ESI health plans covering approximately 1,183 covered units, with a composite monthly aggregate factor of $837.37 per covered unit. The RFP indicates a maximum aggregate annual payment option of $1,000,000, with vendors required to provide an overall composite rate covering all available medical plans. The district serves approximately 15,475 students across 17 campuses in Bexar and Guadalupe Counties and expects comprehensive proposals that mirror their existing plan document, with specific requirements including no new lasers at renewal and unlimited specific coverage maximums.
