About this opportunity
Marion County Utilities Department is seeking a contractor to furnish and deliver liquid sodium hypochlorite (12.5% trade percent available chlorine) to approximately 50 water and wastewater treatment facilities across the county. The procurement opportunity, designated as Solicitation 25P-140, requires the successful proposer to deliver chemicals meeting the American Water Works Association's Standard B300-10, with most deliveries requiring up to 100 feet of hose and utilizing non-tanker or flatbed trucks. Contractors must bid on all delivery sites and provide bulk storage tanks and containment systems at no additional charge, with an optional provision to supply chlorine chemical feed equipment. The contract term is three years with potential renewal for three additional one-year terms, not exceeding six years total. Marion County anticipates approximately 290,000 gallons of sodium hypochlorite will be delivered annually, with standard delivery required within three calendar days and emergency deliveries within 24 hours. The evaluation process will score proposers across eight criteria including statement of interest, personnel qualifications, safety record, response time, and pricing, with a total possible score of 51 points. The proposal is due by August 5, 2025, with all submissions required through the Bonfire electronic platform.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The incumbent vendor is Odyssey Manufacturing Company, which has a current modification (Agreement 19B-265) extending through September 30, 2025, with a unit price of $1.70 per gallon. Proposers must complete a Disclosure of Subcontractors form, allowing Marion County to review and potentially reject subcontractors based on performance, location, or other criteria. While specific budget ranges are not explicitly stated, the county projects an annual procurement of 290,000 gallons, which suggests a significant contract value. Contractors must maintain comprehensive insurance, comply with E-Verify requirements, and provide a drug-free workplace. The county reserves substantial discretion in the procurement process, including the ability to reject all proposals, request additional information, make partial awards, and terminate the solicitation at any time. Proposers must also certify compliance with scrutinized companies regulations and be prepared for potential negotiations with the county.
