About this opportunity

The California Department of Veterans Affairs is soliciting competitive bids for solicitation 25CS0058 to provide comprehensive window and window screen repair and replacement services at the Veterans Home of California located at 700 E. Naples Court, Chula Vista, California. The selected contractor must possess a valid California C-17 Glazing Contractor license and be licensed to conduct business in California, providing all labor, materials, staff, transportation, licenses, and permits necessary to execute routine repairs and emergency services during and outside standard business hours (8:00 a.m. to 4:00 p.m., Monday through Friday). Services include replacing broken or damaged windows, window screens, seals, clips, rollers, weather stripping, and caulking, with response times of two hours for emergency requests and twenty-four hours for non-emergency requests. The contractor must warrant workmanship for one year following completion and maintain Commercial General Liability insurance with limits of no less than $1,000,000 per occurrence and Workers' Compensation insurance for all employees. All work is subject to inspection and approval by the California Veterans Affairs Contract Manager, and prevailing wage rates established by the Director of Industrial Relations apply to all workers on this public works project, with liquidated damages of $250.00 per working day assessed for delays in completion. Key dates include a mandatory walkthrough on January 22, 2026, at 9:00 a.m. PST (exemption available for bidders who attended within the previous 45 days), a written questions deadline of January 26, 2026, at 5:00 p.m. PST, a bid submission deadline of February 3, 2026, at 5:00 p.m. PST via email, and a public bid opening scheduled for February 4, 2026, at 9:00 a.m. PST. The proposed award date is February 9, 2026, and the contract term extends from January 1, 2026 (or upon approval, whichever is later) through June 30, 2028.

While the solicitation does not mandate a Disabled Veteran Business Enterprise (DVBE) participation goal, the State encourages DVBE participation and offers bid incentive adjustments ranging from one to five percent depending on confirmed DVBE participation levels. A five percent preference is also available for certified Small Business Enterprises or Micro-business Enterprises, with a maximum preference adjustment of $50,000. All bidders must demonstrate their business status through submission of required certifications, including the Bidder Declaration (GSPD-05-105), Commercially Useful Function (CUF) Certification Form for certified small businesses and DVBEs, and proof of current certifications from the California Department of General Services Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS). The contract will be awarded to the lowest responsible bidder whose bid complies with all Invitation for Bid requirements, and the apparent winning bidder must return all required documents within thirty days of receiving tentative award notification or the award will be issued to the next lowest responsive responsible bidder. Pricing for services is outlined in the Bid Rate Sheet, with estimated service requirements of 240 hours for routine daytime service, 60 hours for after-hours routine service, and 48 hours for emergency services; materials reimbursement is capped at $15,000.00 for the entire contract term, with actual parts costs reimbursed at cost plus ten percent plus shipping charges and applicable taxes. No incumbent vendor or specific award value is identified in the solicitation documents; however, the State reserves the right to terminate the contract with thirty days' written notice or immediately for cause, and no guarantee is provided regarding actual service requirements, which are subject to change based on facility needs.
