About this opportunity
The City of Daytona Beach, located in Volusia County, Florida, is soliciting bids for Invitation for Bid (IFB) #2547ITB, the Ralph Brennan Water Treatment Plant Lime Sludge Handling Improvements Project. The procurement involves constructing comprehensive infrastructure improvements, including one pole barn with lighting for dewatered lime sludge storage, four lime sludge drying beds, pressure piping from drying beds to a thickener sludge pump station, and a gravity drain line from sumps to the pump station. Bidders must submit their responses entirely online through the OpenGov Platform by July 3, 2025, at 10:00am, with a non-mandatory pre-bid conference scheduled for June 13, 2025, at 10:00am via Microsoft Teams. Potential bidders are required to provide a detailed pricing proposal covering 17 line items, demonstrate technical capabilities through a comprehensive project references questionnaire, and submit various certifications including a 10% bid bond, E-Verify affidavits, and drug-free workplace documentation. The project will be performed at the Ralph Brennan Water Treatment Plant located at 3651 LPGA Blvd, Daytona Beach, FL 32124, with the City reserving the right to hold bids for up to 60 days for review and contractor qualification assessment.
The solicitation encourages participation from minority and women-owned business enterprises (MBE/WBE), requiring documentation of such participation in the bid response. Bidders must possess appropriate Florida contractor licensing, provide proof of required insurance certificates, and comply with local vendor preferences and scrutinized companies regulations. While no specific incumbent vendors are mentioned, the project demands contractors with demonstrable experience in municipal water treatment infrastructure improvements, specifically those who can showcase three recent projects similar in type, size, and complexity. The bid documents do not explicitly state a precise budget range, but the comprehensive engineering plans and technical specifications suggest a significant municipal infrastructure investment. Potential bidders must demonstrate technical capacity through detailed descriptions of organizational qualifications, equipment availability, and past performance, with the City seeking a contractor capable of executing a sophisticated water treatment plant improvement project that enhances sludge management capabilities and operational efficiency.
