About this opportunity
Augusta, Georgia is seeking a comprehensive solid waste and recyclable collection services contract for a 308-square-mile service area divided into three zones encompassing approximately 64,600 residential accounts. The Request for Proposal (RFP) 25-900A solicits a single contractor to provide weekly garbage collection, recyclables collection, yard waste collection, and bulky waste collection services beginning July 1, 2025. The initial contract term is five years, through December 31, 2030, with a potential optional five-year renewal period. Proposals are due March 25, 2025 at 3:00 PM, with the contractor required to provide and maintain waste carts, collection vehicles no older than three years at contract commencement, and implement technology systems for route management and service verification. The contractor must also develop robust route management capabilities, provide service verification technologies, and ensure all collection vehicles are modern and well-maintained. Key evaluation criteria will likely include pricing, technological capabilities, fleet condition, and ability to meet local small business participation requirements.
The RFP mandates a local small business opportunity program (LSBOP) requiring the prime contractor to subcontract 25% of services to a minimum of two local small business haulers, creating opportunities for disadvantaged enterprises. The contractor must pay an annual franchise fee of 20% of the yearly waste hauling fee, with pricing subject to annual 3% increases starting January 1, 2027. The current waste hauling contract is in a transition period ending July 31, 2025, with services currently divided between two primary waste haulers, each utilizing one local small business hauler. Disposal services will be provided at no cost to the contractor at the Dean's Bridge Road Landfill, potentially reducing operational expenses. While specific budget ranges are not explicitly stated, the comprehensive nature of services covering over 64,600 residential accounts suggests a substantial contract value. Interested vendors must carefully review the detailed RFP requirements, particularly around technological integration, fleet specifications, and local business subcontracting mandates.
