About this opportunity

The California Department of General Services, Procurement Division is issuing an Invitation for Bid (IFB #0000032837) for a statewide contract to procure paper grocery bags. The solicitation seeks unbleached natural Kraft fiber grocery bags in six different sizes, ranging from #6 (240 cubic inches) to 1/8 BBL (980 cubic inches), with specific technical requirements including self-opening folded square bottoms, no handles, and no coatings. Bags must meet rigorous environmental standards, including Forest Stewardship Council and Sustainable Forest Initiative Chain of Custody certification, Biodegradable Products Institute certification, and a minimum of 40% post-consumer recycled content. Technical specifications outline precise requirements for basis weights (35-52 pounds), bursting strength (15-24 points), and tear resistance values, following TAPPI industry standards. The contract will be mandatory for all State of California departments and available for participating local agencies, with a three-year term and two potential one-year extensions. Bids are due by February 14, 2025, at 2:00 PM PT, with submissions required via email to CMU@dgs.ca.gov, and delivery expected within 30 calendar days after receipt of order.

The procurement includes several set-aside and preference programs for small businesses, Disabled Veteran Business Enterprises (DVBE), and other socioeconomic categories. Small businesses can receive a 5% preference, and while there is no minimum DVBE participation requirement, additional incentives are available. The solicitation includes a 1.25% incentive fee for local government agency purchases and will be awarded on an "All or None" basis to the lowest responsive and responsible bidder. Historical contract value was $1,316,066 over four years, with estimated quantities varying significantly across bag sizes and order tiers. Bidders must complete detailed pricing worksheets, providing manufacturer information, part numbers, SKU numbers, list prices, and contract unit prices. The procurement also requires vendors to disclose international business dealings, particularly regarding the Darfur Contracting Act, and provide information about their Secretary of State business number and California Department of Tax and Fee Administration Retailer's Seller Permit number.
