About this file

This is a Question and Answer (Q&A) document from the California Department of General Services, Procurement Division regarding IFB #0000032837 for Paper Grocery Bags. The document addresses four key questions from potential bidders concerning order quantities, delivery timelines, and locations. Per the responses, delivery of ordered products must be completed within 30 calendar days after receipt of order (ARO), unless otherwise agreed upon by the ordering agency. The contract opportunity involves both standard and custom-printed paper grocery bags, with deliveries to be made statewide to specified locations including inside buildings, high-rise office buildings, and receiving docks.

The Q&A clarifies that the quantities listed in the pricing worksheet have been updated to reflect individual bags rather than hundreds of bags. Regarding custom-printed bags, which have a 2-4 week production lead time, the state indicates that while estimated usage numbers by weight are provided in the pricing worksheet, there is no guarantee of order frequency or quantity, and order sizes for single delivery locations may vary.

Attachment 1 - Pricing Worksheet
Are the numbers in column B, titled “Quantity (per bundle),” representing individual bags or bags counted in hundreds? For example, for line item #1, does 1,951 indicate a total of 1,951 bags or 195,100 bags?
Attachment 1 – Pricing Worksheet has been updated to reflect bags in column B and Q. Please refer to

Attachment 1 – Pricing Worksheet, Addendum 1 for clarification.

2.

Delivery of ordered product shall be completed in full within 30 calendar days after receipt of an order (ARO), unless otherwise agreed to by the ordering agency.
3.
IFB Section 51 – Delivery Locations
Will deliveries be made to a centralized warehouse, or will they go directly to the end-user storefront location?

Deliveries shall be made statewide to the location specified on the individual purchase order, which may include, but not limited to inside buildings, high-rise office buildings, and receiving docks.

IFB Section 24 – Quantities

Regarding the custom printed bags, given their production lead time of 2-4 weeks, could you clarify a few points? How frequently are they ordered? Would a large purchase order typically be issued for a single delivery location, or is it expected that we hold inventory? How many cases and how often would the custom bags be ordered?
The estimated usage numbers by weight are detailed in the Pricing Worksheet. However, there is no guarentee of order frequency or quantity. The order size for a single delivery location may vary. Please refer to IFB section 24 – Quantities.
