About this opportunity

The California Department of State Hospitals (DSH) at Coalinga is soliciting bids for Polygraph Testing and Analysis Services through a competitive procurement process identified as solicitation 25-64005. The primary objective is to secure a contractor capable of providing comprehensive polygraph examination and analysis services, likely for institutional or forensic purposes. Interested bidders must submit their proposals by June 19, 2025, through the Cal eProcure website, with mandatory registration to receive potential addenda or clarifications. Vendors must carefully review all solicitation documents, including the main IFB document and two existing addenda, and comply with all specified requirements to avoid bid rejection. The solicitation emphasizes strict compliance with instructions, and bidders must acknowledge understanding of all terms and conditions. Potential respondents must also attest that they are not subject to economic sanctions related to Russia, as per Governor Gavin Newsom's Executive Order N-6-22, which could result in bid disqualification or contract termination.

The procurement appears to be open to qualified vendors without specific set-aside designations, though standard state contracting requirements likely apply. Bidders must demonstrate professional capabilities in polygraph testing and analysis, with specific qualifications likely detailed in the full solicitation documents. While precise budget ranges are not explicitly stated in the provided summary, state contract opportunities typically involve defined budget parameters. The solicitation is structured as a competitive bid process, suggesting multiple vendors may be evaluated against standardized criteria. Potential respondents should carefully review the standard state contract language, which includes general terms, conditions, and contractor certification clauses available for download. The procurement is conducted through California's standard electronic procurement platform, Cal eProcure, which provides transparency and standardized access for potential contractors. Vendors must complete registration on the platform to ensure receipt of all relevant documentation and potential amendments to the solicitation.
