About this opportunity
The City of Augusta, Georgia, through its Housing and Community Development Department (AHCD), is issuing a Request for Proposals (RFP 25-273) for comprehensive property management services for affordable rental properties acquired through federal funding programs including the Neighborhood Stabilization Program (NSP), Community Development Block Grant (CDBG), Laney Walker Bethlehem Bond (LWB), Housing for Persons with AIDS (HOPWA), and the HOME Investment Partnership Program. The selected firm will provide a full range of property management and maintenance services including tenant screening and placement, rent collection, eviction proceedings, quarterly inspections, maintenance and repairs, financial accounting, and 60-minute emergency response availability. Qualified vendors must demonstrate at least two years of property management experience with community housing and development organizations, maintain knowledge of federal programs and fair housing laws, maintain professional liability insurance of $1,000,000, assign at least two project managers with one available 24/7/365 for emergencies, and provide pre-approved, licensed subcontractors for various trades. The contract term is one year with options to renew for up to four additional one-year terms based on satisfactory performance, and the fee structure shall be a percentage of rent collected or a set minimum fee amount, whichever is greater. Evaluation will be based on completeness of response (pass/fail), qualifications and experience (15 points), organization and approach (15 points), scope of services approach (25 points), schedule of work (10 points), financial stability (5 points), references (5 points), team presentation (10 optional points), Q&A response (5 optional points), and cost proposal (10 points with weighted value of 5), for a maximum total score of 500 points. Proposals must be submitted electronically via Zoom (Meeting ID: 811 1266 4437; Passcode: 25273) by Monday, October 13, 2025, at 11:00 a.m., with one original and one electronic copy on USB drive; written questions must be submitted by October 6, 2025, at 5:00 p.m.; and Addendum 1 has been issued and must be acknowledged in all submissions.
The RFP does not explicitly reference any set-aside designations for disadvantaged enterprises, minority-owned businesses, or women-owned businesses; however, vendors must be properly licensed in their primary jurisdiction and comply with E-Verify requirements for contracts exceeding $2,499. All required procurement documents including a business license, acknowledgement of addenda, non-discrimination statement, non-collusion affidavit, conflict of interest disclosure, notarized SAVE Program affidavit, and trade secret affidavit (if applicable) must be submitted with proposals. The solicitation does not identify any incumbent vendors or current contractors, nor does it reference specific existing infrastructure or technology requiring integration. No specific award value or budget range is disclosed in the available RFP documentation; however, the fee structure is performance-based (percentage of rent collected or minimum fee, whichever is greater), indicating that costs will vary depending on the rental revenue generated from the managed properties and the scope of properties ultimately included in the final contract award.
