About this opportunity

Georgia State University (on behalf of the Board of Regents of the University System of Georgia) issued an RFQ on July 22, 2022 for building commissioning services for the 25-27 Auburn Avenue Renovation for Student Success Center, with qualifications submissions due August 12, 2022 at 2:00 PM and written questions due August 5, 2022.

The scope encompasses comprehensive commissioning services for a 74,000 square-foot interior renovation, including design phase reviews, commissioning plan and specification development, construction phase oversight, equipment startup and testing, maintenance staff training, post-occupancy performance verification, and warranty phase participation. The project is being delivered under Construction Management at Risk (CM/GC) with an estimated preliminary cost limitation of $22.2 million. Construction documents are targeted for completion in April 2023, with construction start in July 2023. Georgia Peach Green Building Certification is required.

Selection is qualifications-based and uses four weighted criteria: firm stability (20%), experience and qualifications (25%), suitability (25%), and proposed team organization and approach (30%). The Owner anticipated selection by August 19, 2022. Finalist firms may be required to submit fee proposals and participate in interviews at the Owner's discretion.

Submissions are limited to 40 pages maximum as a single PDF file and must be uploaded to the BOR Egnyte platform. Proposers must submit four required compliance documents: Certification Form (attesting to past conduct, debarment status, and contract defaults), Certificate of Insurance and Minority Status (including professional liability insurance and MBE/WBE classification), Contractor Affidavit (verifying E-Verify authorization for federal work authorization), and Disclosure Statement (addressing prior transactions, gifts, and conflicts of interest with BOR and the Using Agency). All certifications and affidavits require notarization. Farmsorth Group, Inc. was awarded the contract.
