About this opportunity
Washington Township in Berks County, Pennsylvania, is seeking sealed bids for a municipal fuel tank replacement project via PennBid, with proposals due by 12:00 P.M. on November 19, 2025. The procurement is divided into two contracts: Contract A for tank removal and disposal, and Contract B for tank procurement and delivery. The project specifically requires replacing an existing 1,000-gallon fuel tank with a new split tank capable of storing 750 gallons of diesel fuel and 250 gallons of gasoline, to be installed on the exterior of the public works building. Bidders must submit a 10% bid security and will be evaluated based on compliance with technical specifications, including UL 142 standards for above-ground fuel storage tanks. All contract documents are available at no cost on PennBid Bonfire, and bid results will be publicly displayed and reviewed during the township's regular meeting on November 20, 2025. No pre-bid meeting will be held, and bidders must demonstrate compliance with all technical and regulatory requirements.
The contract opportunity includes several important compliance requirements for potential vendors. Bidders must adhere to Executive Order 11246 on Equal Employment Opportunity, as amended by Executive Order 11375, and comply with Pennsylvania's Nondiscrimination/Sexual Harassment Clause. The successful contractor will be required to execute an agreement and provide both a Performance Bond and a Payment Bond using standard contract forms. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the project appears open to qualified contractors who can meet the technical and regulatory specifications. The contract term is project-specific, with an expected completion timeline of 75-105 days after contract commencement. Although no specific budget range is provided, the project involves the procurement and installation of a sophisticated fuel storage system for a municipal public works facility, suggesting a substantial but not extraordinary investment for a local government infrastructure project.
