About this opportunity
The City of Flowery Branch (COFB) in Hall County, Georgia, is seeking a benefits consulting and brokerage services provider through Request for Proposal (RFP) 25-007. The procurement aims to secure a comprehensive consultant to design, market, maintain, and improve the city's employee benefits program, which currently encompasses life insurance, AD&D, medical, pharmacy, dental, vision, and voluntary benefits. Key deliverables include quarterly in-person meetings, regular status reports, claims analysis, renewal projections, and full-service employee benefit administration with an online enrollment platform. The city serves approximately 65 employees and maintains a Fully Insured Health plan with BCBS-Georgia. Proposal evaluation will be based on submission compliance (15%), relevant experience and past success (25%), responses to proposal questions (30%), and overall proposal quality (30%). Critical dates include questions due by March 7, 2025, at 11:00 a.m. EST, and proposals due by March 27, 2025, at 2:00 p.m. EST.
The RFP does not explicitly outline set-aside designations or specific restrictions for respondents. The selected consultant must provide comprehensive insurance coverage, including Workers' Compensation, Employers Liability ($1,000,000), Bodily Injury Liability ($1,000,000), Property Damage Liability ($1,000,000), Automobile coverage, and Excess Umbrella Liability ($2,000,000). No specific contract term, incumbent vendor, or precise budget range is detailed in the available documentation. The procurement process indicates that COFB will select the proposal most advantageous to the city after reviewing submissions and conducting follow-up interviews. Potential respondents should have demonstrated experience working with public entities and administering health plans, with the understanding that this is not a request for insurance coverage itself, but rather a solicitation for comprehensive benefits consulting and brokerage services.
