About this opportunity

The Department of General Services (DGS), Office of State Publishing (OSP) in the state of California is issuing an Invitation for Bid (IFB) for recycling services. OSP is mandated to provide printing services to all California state departments and requires a contractor to collect and recycle the paper waste produced from their printing operations. The selected contractor will be responsible for picking up baled recyclable paper, unused rolled stock, loose recyclable paper, and recyclable aluminum plates from various OSP locations in the Greater Sacramento area on an as-needed or scheduled basis. The anticipated term of the agreement is three years. The contractor will be required to pay OSP for the recycled materials based on a percentage of the most recent published market rates for recovered paper and aluminum plates. Bidders must include required documentation such as licenses, insurance, and references, and the award will be made to the lowest responsive and responsible bidder.

The IFB includes provisions for small business and disabled veteran business enterprise preferences and incentives. The state reserves the right to amend the contract to add new recycling categories or locations within the Greater Sacramento area during the term of the contract. While an incumbent vendor or current contractor is not specified, the IFB indicates a minimum of 75% of the value of the recyclable materials, as determined by the Fastmarkets RISI report, must be paid to the state. The budget or anticipated award value for this contract opportunity is not provided.

Opportunity text

The Department of General Services (DGS), Office of State Publishing (OSP) has been mandated to provide printing services to all California State Departments under Government Code (GC) 14850. In order to perform these printing services, OSP utilizes a variety of printing equipment and auxiliary machines that produce a large quantity of recyclable paper waste of printed, trimmed, or cut materials. These recycled materials provide revenues to the State of California as OSP continues to keep its printing facilities and operations clear of excess recycled materials. Under GC 16422, OSP may contract with a vendor to collect all materials used as part of OSP's printing process, and which the State will be paid for such recyclable materials.
