About this file

This document is a Q&A from the Department of General Services (DGS), Office of Business and Acquisition Services (OBAS) regarding the Invitation for Bids (IFB) for Recycling Services for the Office of State Publishing (OSP). The IFB is seeking a contractor to collect and process the recyclable materials produced from OSP's printing operations. The contract will require a minimum of 75% value of the recyclable materials be paid to OSP per the RISI report, and the contractor must provide picture samples during the initial consultation training. OSP has denied requests to change the 75% minimum value and the requirement for picture samples. OSP has accepted a request to identify the current bin counts at each location, with a minimum of 10 bins to be provided.

Regarding pricing, the IFB is an open bid, so the overall value of the submitted offer will be evaluated. OSP has denied a request to revert to a format with no minimum or maximum percentage per grade, as the 75% minimum will remain in place. The contract term and any renewal options are not specified in the provided information.

IFB Recycling Services– Q&A

Date: October 23, 2024

To: All Bidders for IFB Recycling Services

From:Department of General Services
Office of Business and Acquisition Services (OBAS)

Subject: IFB Recycling Services – Questions and Answers

As of October 18, 2024, OBAS received on behalf of the Office of State Publishing (OSP) the following questions (Q) and is providing the following answers (A):

Q1: What is the Policy / Procedure if no Bids are submitted?

A1: If no Bids are submitted, this request will be re-solicited.

Q2: What is the Policy / Procedure if only one (1) Bid is submitted?

A2: If only one (1) Bid is submitted, OBAS will proceed with evaluation of the bid to determine whether it is responsive and responsible. If the evaluation is successful, we will proceed with awarding the contract.

Request (R) for changes to the IFB:

R1:

RE: OSP to receive 75% PERCENT VALUE of recyclable grades based on most current RISI report at each time each pickup is accepted.

NOTE: This statement, or similar, pertaining to 75% percent, appears at least twice in the content of the IFB, yet the Cost Sheet sample included shows percentages less than that.

REBUTTAL: As an Open Bid the IFB is based on overall value of submitted offer. Because the paper grades have different values from month to month yet the cost of processing the material is basically a set price for all grades, this is setting an unfair minimum to the Processor / Contractor. Contract needs to be reverted back to the previous format of no minimum / no maximum percentage per [grade].

A1: OSP denies this request for change and will keep all language pertaining to 75 percent value the same. Pursuant to Exhibit A, Section 1. B., any additional Recyclable Categories added during the term of the contract will receive 75 percent of the value determined by the RISI report. Pursuant to Exhibit A, Section 3. H., the Bid Percentage for each Recyclable Category must be a minimum of 75 percent.

The sample Cost Sheet located in Section C. 7. e. is meant only as an example for performing calculations and does not preclude the Bidder from complying with the 75 percent minimum.

R2:

RE EXHIBIT A 7 A2: Minimum of containers, 40 YD. bins NOTE: Some current locations only request quarterly, per year, or less service.

REBUTTAL: Contract should be based on current 40 YD, bin counts at each location and marked as what type, grade of, each paper that that particular location is producing. Additional bins that are used less than monthly service are an unfair cost to the Processor / Contractor and would receive a cost of $600 each bin per each month to cover lost revenue from being in service at other locations.

A2: OSP accepts this request for change and will issue an addendum identifying the current 40-yard bin count at each location. OSP will request additional bins as necessary.

At a minimum, each location is to include the following number of bins:

1) 1000 – Warehouse has one 40-yard open top bin for mixed paper.

2) Warehouse has two 40-yard open top bins for mixed paper.

3) Digital has one 40-yard bin for cardboard & one 40-yard bin for mixed paper.

4) State Records Center has one 40-yard bin for cardboard and one 40-yard bin for trash.

5) Fulfillment has one 40-yard bin for mixed paper.

R3:

RE: EXHIBIT A 8 2E: Initial consultation training with OSP Staff with picture samples.

NOTE: One time initial consultation is acceptable without the picture samples.

REBUTTAL: Due to variances of paper grades bid needs be changed from pictures to samples provided by OSP of grades produced at their locations.

A3: OSP denies this request for change and will keep all language pertaining to picture samples the same. Pursuant to Exhibit A, Section 8. C., the Contractor must provide picture samples during the initial consultation/training that clearly show each recyclable material.
