About this opportunity
The California Public Utilities Commission (CPUC) is seeking a Contractor to administer its Access for All Program in the geographic areas not currently served by a Local Access Fund Administrator. The primary responsibilities of the selected Statewide Access Fund Administrator (SAFA) will include establishing a process for Access Provider solicitation, selecting Access Providers to receive Access Fund moneys, obligating available Access Fund moneys to the selected Access Providers, and submitting quarterly and annual reports to the CPUC. The CPUC is looking for a Contractor to serve as the SAFA for an initial term from January 10, 2025 through April 30, 2027, with three optional one-year extensions. Proposals are due by December 4, 2024 at 10:00 AM Pacific Time, and the total proposal cost must not exceed $3,062,280. The available Access Funds will fluctuate yearly, with $20,415,203 in remaining funds for the initial term, of which 15% or $3,062,280 will be allocated to the SAFA for administrative costs, and 85% or $17,352,923 will be allocated to the Access Providers to provide wheelchair-accessible vehicle (WAV) services.
The SAFA will be responsible for ensuring compliance with Small Business and Disabled Veteran Business Enterprise (DVBE) participation requirements. The RFP does not specify an estimated number of potential access providers the proposer would need to reach out to or work with, and proposers are not allowed to edit the provided pricing file. The SAFA will be responsible for determining the number of access providers needed to maximize utilization of the available funding in each county. There is no information provided about any incumbent vendors or current contractors.
