About this file

The document is a set of Questions and Answers related to a Request for Proposals (RFP) issued by the California Public Utilities Commission (CPUC) for a Statewide Access Fund Administrator (SAFA). The CPUC seeks a contractor to administer the Access for All Program in geographic areas not currently served by a Local Access Fund Administrator. The program is intended to incentivize the expansion and availability of on-demand wheelchair accessible vehicle transportation services for people with disabilities statewide.

The RFP does not specify an estimated number of potential access providers the proposer would need to reach out to or work with. Proposers are not allowed to edit the provided pricing file, and references must be for completed projects, not ongoing ones. The SAFA will be responsible for determining the number of access providers needed to maximize utilization of the available funding in each county.
