About this opportunity

The Pennsylvania Game Commission Bureau of Law Enforcement is seeking three qualified radio and vehicle maintenance services installer/dealers to provide law enforcement vehicle upfits, with proposals due September 30, 2026. Bidders must maintain a physical service location within 50 miles of the PGC Southwest Regional Office in Bolivar, Pennsylvania — a restrictive geographic requirement that filters supplier eligibility.

The scope encompasses upfitting agency-provided and vendor-procured components and radio equipment on patrol and supervisor vehicles (Silverado 1500 and 2500; Tahoe platforms) at the awarded supplier's premises, as well as maintenance and tear-down services for retired fleet vehicles destined for auction. Agency-supplied items include Federal Signal emergency lighting, Setina prisoner cage systems and equipment boxes, APX 8500 mobile radios with antennas, Havis console components, and DiamondBack truck bed covers. Vendors must source and supply custom equipment boxes, electrical components (fuses, relays, wire looms, connectors, fuse panels), and Pro-Gard weapons storage systems. Installation must comply with detailed technical specifications covering antenna mounting (800MHz, VHF, GPS, CAD configurations), wiring gauge and amperage, lighting and siren systems, gun racks, surveillance integration, and post-installation operational testing. The contract runs November 1, 2026 through June 30, 2027, with renewal options for four additional one-year terms; annual cost increases may not exceed 3 percent. The PGC anticipates upfitting fifty to sixty-five vehicles annually. Coordination will occur at approximately two vehicles per week with project managers from the PGC Administrative Bureau.

Bids are subject to Pennsylvania's Reciprocal Limitations Act preference provisions (attachment provided). Award will be made using a Best Value Determination process. No pre-bid conference is scheduled. Contractors must register in Pennsylvania's Vendor Master file and provide one-year warranties; payment is due within thirty days of invoice. Worker Protection and Investment Certification compliance is mandatory.
