About this file

This Worker Protection and Investment Certification Form is required by the Commonwealth of Pennsylvania for all contractors and grantees working on state contracts, including those with the Pennsylvania Game Commission's Bureau of Law Enforcement. The certification mandates that contractors comply with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws, including the Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, and thirteen additional labor statutes. An authorized official of the contractor or grantee must execute the certification, confirming full compliance with these requirements and committing to immediately report any changes in compliance status to the purchasing agency.

Contractors and grantees who provide false certifications face significant penalties, including contract termination and a three-year prohibition on bidding for Commonwealth contracts under 62 Pa. C.S. 531. The certification is subject to the provisions and penalties of 18 Pa. C.S. 4904 regarding unsworn falsification to authorities, making the submission of this form a legally binding document with serious consequences for non-compliance or misrepresentation.
