The City of Jackson Community Development Department is requesting competitive sealed bids for residential repairs at 237 N Gorham Street in Jackson, Michigan, with bids due July 7, 2026 at 9:00 a.m. The project is funded through Community Development Block Grant (CDBG) assistance, which triggers federal compliance requirements including Section 3 of the Housing and Urban Development Act of 1968 (for contracts exceeding $100,000), the Davis-Bacon Act (for contracts exceeding $2,000), the Contract Work Hours and Safety Standards Act, the Copeland Anti-Kickback Act, and Executive Order 11246 regarding equal employment opportunity. Contractors must make affirmative efforts to utilize small and minority-owned businesses and women's business enterprises.

The scope encompasses four line items submitted on a lump-sum basis: approximately 100 square feet of attic floor preparation and cleanup; roof repair at the southeast corner and south side upper sections including flashing and sealant work; approximately 180 linear feet of K-type aluminum gutter replacement (minimum 0.027 inches thickness) with approximately 80 linear feet of downspout installation; and installation of wood handrails with brackets and support posts on basement steps. All replacement materials must match existing specifications as to materials, finish, shape, and size. Gutter hangers must be spaced no more than 48 inches on center for galvanized materials and 30 inches for aluminum, with a minimum pitch of 1 inch in 16 feet. The contractor is responsible for final measurements, all cleanup and debris removal, and proper water diversion.

Bidders must have completed SAM.gov registration, current Michigan state licensing, all required permits obtained prior to award, and certificates of insurance with a minimum $500,000 combined single limit for jobs under $50,000. The successful bidder will execute a Construction Contract for Residential Property and provide an eighteen-month warranty. A performance bond, labor and material payment bond, and maintenance and guarantee bond are required. Proposals remain valid for 90 days following opening. No pre-bid meeting is scheduled; contractors may contact homeowner Stefanie Amburgey at 517-240-1252 to schedule site access.
