The City of Jackson Community Development Department is requesting sealed bids for electrical code compliance work at 237 N Gorham Street in Jackson, Michigan, with bids due July 7, 2026 at 9:00 a.m.
Bidders must complete SAM.gov registration prior to submission and hold valid Michigan electrical licensure. The project is funded through Community Development Block Grant (CDBG) sources; contractors must comply with affirmative action and equal employment opportunity requirements, including Section 3 provisions directing employment and economic opportunities to low- and very low-income persons where applicable. No explicit set-aside or preference program applies to this solicitation.
The scope corrects all existing electrical violations and hazardous conditions to achieve compliance with Michigan Residential Code (MRC) 2015 standards and local electrical regulations. Work includes installation of hardwired smoke and carbon monoxide detectors with interconnect capability; dedicated circuits for furnace, air conditioning unit, water heater, kitchen (two 20-amp circuits), and bathroom (20-amp circuit); removal of knob-and-tube wiring; basement electrical upgrades with GFCI outlets and four service lights; exterior tamper-resistant GFCI receptacles; and attic wiring upgrades. The contractor receives a fixture allowance of $500.00 for electrical components and must perform all wall and ceiling repairs from wire installation, daily cleanup, and lead hazard remediation if applicable. Permit acquisition is the contractor's responsibility.
Pricing is submitted on a lump-sum basis including all labor, materials, equipment, and permit fees. The contract will be awarded to the qualified lowest bidder. The successful contractor must execute a Construction Contract for Rehabilitation of Residential Property and provide an eighteen-month warranty on all work and materials. Performance, Labor and Material Payment, and Maintenance and Guarantee Bonds are required. Commercial General Liability insurance with minimum limits of $300,000 bodily injury per occurrence and $500,000 aggregate, plus Automobile Liability coverage, is required. Proposals remain valid for ninety days following bid opening. Contractors may contact homeowner Stefanie Amburgey at 517-240-1252 to schedule property access; no pre-bid meeting will be held.
