About this opportunity

The Utah Department of Health and Human Services (DHHS) Division of Purchasing and General Services is pursuing a non-competitive contract amendment to increase funding for an existing sole source agreement with the International Rescue Committee (Contract Number 236038). This procurement involves the continuation and expansion of health mentorship services for newly arrived refugees, structured as an Agency Contract with grantee arrangement classification. The contract was originally established through solicitation numbers KT21-52, JK22-29, and AA24-61, and the current amendment seeks to increase total contract value from $728,439.00 to $742,448.00, representing an additional $14,009.00 in federal carry-forward funds that must be obligated by September 30, 2026. The sole source justification for awarding without standard competition was established during the original procurement process, with the primary driver being the requirement to expend federal grant funds before the mandatory deadline to prevent fund forfeiture. The due date for this notice is May 1, 2026, during which interested vendors may submit challenges demonstrating alternative qualified sources or comparable service offerings if they believe competition is warranted.

This procurement is limited to the International Rescue Committee Inc. as the incumbent vendor, with no set-aside designations or restrictions for disadvantaged enterprises noted in the amendment documentation. The contract funding is derived entirely from federal grant sources with specific expenditure deadlines, necessitating rapid authorization to ensure timely obligation of the identified carry-forward funds. All contractors must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel and will maintain such compliance throughout the contract term. The cumulative contract value has increased substantially from the original $45,000.00, demonstrating significant expansion of the program's scope since inception. Vendors opposing this non-competitive award determination may submit documentation during the publication period to contest the determination, though the deadline and formal challenge procedures appear to align with the May 1, 2026 due date specified for this notice.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
