A mandatory pre-bid meeting is scheduled for Tuesday, March 24, 2026, at 9:30 a.m. at the project site, with the contractor's plumber required to be present; written questions must be submitted through the Santa Rosa County e-Procurement Portal by 12:00 p.m. on Tuesday, March 31, 2026, and all sealed bid proposals are due by 10:00 a.m. on Tuesday, April 7, 2026. The selected contractor must substantially complete all work within 90 calendar days from the Notice to Proceed and achieve final completion within 120 calendar days, with liquidated damages of $75.00 per calendar day for delays beyond these deadlines. The County will award the contract based on the lowest responsive bid meeting all specified requirements and reserves the right to waive irregularities and reject any or all bids.
Santa Rosa County explicitly encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises and prohibits discrimination based on race, color, religion, national origin, disability, sex, or age. The contractor must submit all pricing on a lump-sum basis for each line item with no change orders or additional funding permitted; for projects valued at $10,000 or less, payment will be made in full upon completion, while projects exceeding $10,000 are eligible for a 40 percent progress draw when work reaches 50 percent completion based on itemized cost, with final payment due within 30 days of County approval. The contractor must obtain and maintain Builder's Risk Insurance naming Santa Rosa County as an additional insured and loss payee for no less than the total contract amount and must provide a one-year warranty on all work performed from the date of final acceptance. The specific contract award value is not disclosed in the procurement documents and will be determined based on the selected contractor's bid submission; however, the comprehensive scope of work addressing critical structural, mechanical, and safety systems indicates a substantial project investment.
