About this opportunity
Virginia State University is requesting qualifications from contractors to perform historic repairs, replacements, and renovations to campus buildings at least 50 years old, with qualifications due August 25, 2026 at 2:00 p.m. local time at the Physical Plant Building, Capital Outlay office in Petersburg, Virginia. All work must comply with Department of Historic Resources guidance and the University's Heritage Preservation Plan. VSU has established a 42% small business participation goal under Executive Order 35 (2019), with DSBSD-certified small businesses counting as 100% participation.
The scope encompasses four capital projects: waterproofing, HVAC improvements for infectious aerosol control, accessibility improvements, and life safety system upgrades. Additional non-capital projects covering HVAC, structural work, MEP systems, demolition, and historic facade and envelope repairs will be advertised as designs are completed and approved. Historic treatment must follow the Secretary of the Interior's Standards for Rehabilitation of Historic Buildings and preservation approaches outlined in the Heritage Plan, which applies to 17 surveyed structures on campus constructed between 1908 and 1939, including Vawter Hall and Storum Hall (listed on both the Virginia Landmarks Register and National Register of Historic Places).
Contractors must demonstrate substantial experience: completion of at least three projects within the past ten years involving 4,000 to 60,000 gross square feet of brick structures built prior to 1971 with period millwork, carpentry, and fenestrations. Key personnel (Project Manager and Superintendent) must have served in similar roles on at least three comparable projects within the past ten years, with at least one completed within the past five years. Bonding is required through Federal Register Circular 570 surety companies licensed in Virginia; bid bonds are waived for projects under $500,000.
Hardcopy submissions (one original and four copies) are required; electronic and facsimile submissions will not be accepted. Written inquiries are due August 10, 2026 to Debra AC Sulla at dacsulla@vsu.edu, with responses posted as addenda by August 14. Pre-bid conferences and site visits will be conducted for each individual project when advertised for bidding.
