Hardcopy qualifications consisting of five submission sets (one original and four copies) must be received by 2:00 PM local time on August 25, 2026, at the Physical Plant Building, Capital Outlay office in Petersburg, Virginia. Electronic and facsimile submissions will not be accepted. Key personnel, including the Project Manager and Superintendent, must have served in similar roles on at least three comparable projects within the past ten years, with at least one completed within the past five years. Bonding requirements apply through standard surety companies listed in Federal Register Circular 570 and licensed in Virginia, with bid bonds waived for projects under $500,000. VSU has established a 42% small business participation goal under Executive Order 35 (2019), with DSBSD-certified small businesses counting as 100% participation. Submission requirements include the completed signature page, Attachment A (CO-16 form with bonding letters, project listings, similar job references, organizational charts, and key personnel resumes) and Attachment B (State Corporation Commission Form). Evaluation criteria assess bonding capacity, experience and performance on similar projects, client references, compliance with schedules and budgets, change order management, absence of judgments or substantial non-compliance issues, convictions, debarment, or enjoinment within the past ten years.
