About this opportunity
Carl Sandburg College is requesting bids on selective demolition and interior buildout at 209 E Main Street in Galesburg, Illinois, with bids due July 6, 2026, at 5:00 p.m. CT and a mandatory site walkthrough and bidder conference on June 15, 2026, at 1:00 p.m. CT. The project is subject to Illinois prevailing wage requirements and Illinois Works Apprenticeship Initiative compliance with a 10% apprenticeship-wage target. Business Enterprise Program (BEP) targets apply under the State of Illinois Department of Commerce and Economic Opportunity Tech Incubator Enhancement Grant Program.
The base bid covers selective demolition and cleanout of the 1st floor interior, followed by construction of the 1st floor interior to establish the 518 Collective, an agricultural-technology entrepreneur hub with modular spaces including collaborative work areas, conference rooms, a testing kitchen, podcast studio, reception area, and phone rooms. Alternate 1 adds selective demolition and cleanout of the basement; Alternate 2 adds selective cleanout of the 2nd floor. The project scope is defined by Exhibit B (Architectural Drawings Set) and Exhibit C (Architectural Specifications & Project Manual). Excluded from this procurement are elevator shaft and equipment installation, mechanical HVAC renovation, exterior facade installation, commissioning authority services, and furniture, which will be procured separately.
Award will be made to the lowest responsive and responsible bid with no subjective scoring. Tie-breaking follows local preference, past performance history, earliest bid submission timestamp, and random selection. Bids must remain valid for 60 calendar days from opening. The Sandburg Board of Trustees will consider award approval on July 23, 2026. Contractors must submit a Non-Collusion Affidavit, BEP Utilization Plan, and prevailing wage requirement forms, and comply with the Illinois Drug-Free Workplace Act and Illinois Human Rights Commission regulations.
