About this file

This is a Request for Bid issued by Carl Sandburg College, a community college in Illinois, for the demolition and interior buildout of a building located at 209 E Main Street in Galesburg, Illinois. The project involves selective demolition and cleanout of the existing interior on the 1st floor, with two alternate bids available for basement and 2nd floor demolition work. The primary scope requires construction of the 1st floor interior to establish the 518 Collective, a working hub for entrepreneurs in the agricultural technology sector that will provide mentorship, training, and resources to startups and businesses. The project is designed with modular spaces including collaborative work areas, conference rooms, a testing kitchen, podcast studio, reception area, and phone rooms. A mandatory site walkthrough and bidder conference is scheduled for June 15, 2026, at 1:00 p.m. CT, with the final bid submission deadline set for July 6, 2026, at 5:00 p.m. CT through the College's eProcurement system. The winning bid will be presented to the Sandburg Board of Trustees for approval on July 23, 2026. Bids will be held valid for 60 calendar days from the date of bid opening.

The project is funded through the State of Illinois Department of Commerce and Economic Opportunity's Tech Incubator Enhancement Grant Program, which requires strict adherence to Business Enterprise Program (BEP) targets and compliance with the Illinois Works Apprenticeship Initiative, with a target of 10 percent of total project cost allocated to apprenticeship wages. All contractors are subject to prevailing wage requirements under the Illinois Prevailing Wage Act and must comply with the Illinois Drug-Free Workplace Act and Illinois Human Rights Commission regulations. Award will be made to the lowest responsive and responsible bid with no subjective scoring applied. Tie-breaking procedures include local preference, past performance history, earliest bid submission timestamp, and random selection. The College reserves the right to reject any or all bids and will require submission of multiple compliance forms including a Non-Collusion Affidavit, BEP Utilization Plan, and prevailing wage requirement forms. Notably excluded from this bid scope are the elevator shaft and equipment installation, mechanical HVAC renovation, exterior facade installation, commissioning authority services, and furniture procurement, which will be addressed through separate concurrent or future RFBs.

Students planning to transfer to a four-year university or enter the skilled workforce can select one of more than 40 programs the college offers. Mission To provide all students with opportunities for success.

Vision Where dreams come to life and lives come to change.

B. Objectives

SUCCESSFUL LAUNCH OF THE 518 COLLECTIVE

The primary goal for this scope of services is to perform major capital improvements to Sandburg’s owned 209 E Main Street building to support the programming of Sandburg’s new 518 Collective team. Operating out of the 1st floor, the 518 Collective space is designed as a working hub for entrepreneurs across West Central Illinois, offering a launchpad for startups, citizens, organizations and businesses to exchange ideas and thrive in the rapidly evolving agricultural technology sector.

Within the space, the 518 Collective team will be providing its guests with wraparound support, including mentorship, training and resource sharing facilitated by the workspaces, with the goal of enabling the growth of early-stage companies from concept through commercialization.

The list of workspaces includes open collaborative work points, conference rooms, a testing kitchen, podcast studio, reception area and phone rooms. Spaces are designed to be highly modular, allowing the 518 Collective team operating in space to re-arrange the space use to accommodate the changing needs of its guests.

COMPLIANCE WITH STATE OF ILLINOIS DCEO GRANT

This scope is funded through a State of Illinois Department of Commerce and Economic Opportunity’s (DCEO) Tech Incubator Enhancement Grant Program.

This grant has strict reporting requirements which Sandburg and contractors must adhere to receive the full grant award.

This includes a strict requirement to meet Business Enterprise Program (BEP) targets, as outlined in Exhibit G – BEP Requirements Package (Grant Funded).

Bidders providing sub-contracting services must meet or exceed these requirements to be considered for this scope of services. Bidders who are BEP Certified by the State of Illinois Commission for Equity & Inclusion (CEI) are proactively engaged and encouraged to participate in this bid.

In addition to BEP Requirements, the DCEO grant has a target of having 10% of the total project cost allocated towards the Illinois Works Apprenticeship Initiative.

Half of this goal for each wage classification is to be performed by apprentices who are graduates of the Illinois Works Pre-Apprenticeship Program. Contractors are expected to contribute towards meeting this requirement and support periodic reporting efforts.

HIGH QUALITY OF CONSTRUCTION COORDINATION

This scope of services will be operating in parallel with other scopes of services at 209 E Main St, including the installation of a new elevator and building mechanical HVAC system. We expect a high degree of coordination across all contractors, the architect and Sandburg team members to ensure all works are completed across these scopes in an efficient and cost-effective manner.
