About this opportunity

Portage Public Schools is requesting proposals for design, supply, installation, configuration, and testing of a video surveillance system at Woodland Elementary School in Portage, Michigan under RFP #20475, with proposals due June 15, 2026 at 2:00 PM. Bidders must be fully licensed, insured, and authorized by the camera manufacturer for installation and configuration, employing manufacturer-certified technicians — a core eligibility gate.

The scope includes 14 IP-based security cameras (2 ceiling-mounted Panasonic PND-A9081RV and 12 exterior corner-mounted Panasonic PNM-C32083RVQ at 10 feet elevation), CAT-6 cabling to existing network infrastructure, camera licensing for Milestone xProtect Expert Edition software, full system configuration and testing, and coordination with the owner's network standards and recording parameters. Approved camera manufacturers are Axis and Hanwha; however, the technical drawings specify Panasonic models exclusively, establishing a single-source requirement. Installation must be completed by or overseen by a manufacturer-certified professional. All contractor staff may be required to pass Michigan State Police Background checks (ICHAT) and National Crime Information Center fingerprint checks. Bidders must provide unit pricing for each camera type with all labor, equipment, materials, shipping, insurance, installation, configuration, and testing costs included in the base bid. Portage Public Schools is tax-exempt; bidders must exclude federal, state, and local taxes.

Work is performed at Woodland Elementary School (1401 Woodland Drive, Portage, MI 49024) during standard business hours (7:00 AM to 5:00 PM, Monday–Friday) with coordination available for extended hours. The completion deadline is July 30, 2027, with anticipated award the week of July 20, 2026. Proposals require a 5% bid bond or certified check; contracts exceeding $50,000 require Performance and Payment Bonds at 100% of contract price from A- or better-rated sureties. Required insurance includes workers' compensation ($500,000), commercial general liability ($1,000,000 combined single limit), automobile liability ($500,000), and umbrella/excess liability ($2,000,000). The school reserves the right to award to multiple vendors and will evaluate on compliance, price, responsiveness, experience and references, manufacturer relationships, certified personnel, and ongoing maintenance costs. Addendum No. 1, issued June 8, 2026, clarifies camera mounting details for CE-06 and requires acknowledgment on bid forms.
