About this opportunity

Hall County, Georgia's Emergency Management and Homeland Security Agency is requesting proposals for consulting services to update its 2028 Hazard Mitigation Plan under RFQ/P 47-013, with sealed bids due September 3, 2026 at 2:00 p.m. EST and bidder questions due by August 20, 2026.

The scope requires a qualified consultant to update the county's existing multi-jurisdictional Pre-disaster Mitigation Plan in accordance with the Disaster Mitigation Act of 2000 and FEMA Plan Guidance, including establishing critical facility inventory and mapping in the Georgia Mitigation Information System, completing GEMA/HS worksheets for each jurisdiction, developing mitigation action steps, addressing prior FEMA review recommendations, updating risk assessments, analyzing goals and objectives using STAPLEE criteria, and updating plan maintenance and implementation procedures in coordination with GEMA/HS representatives.

Bidders must be licensed, insured, and bonded in Georgia and regularly engaged in providing similar consulting services. Technical evaluation requires minimum five years of experience completing local Hazard Mitigation Plan updates with documentation of at least three similar projects completed within the past three years, including project names, entity names, project costs, and reference contacts. Evaluation also covers knowledge of applicable statutes and regulations, workforce expertise, quality assurance processes, and litigation or contract termination history over the preceding five years.

Evaluation uses a two-step process allocating 700 points (70 percent) to Technical Qualifications and 300 points (30 percent) to Cost Proposal, with the highest-scoring bidder receiving award. The contract term begins upon issuance of Notice to Proceed and continues until substantial completion and final approval by the County Project Manager, Zach Brackett. Compensation is fixed and firm pricing with monthly payment in arrears, net 30 days. The County requires performance and payment bonds equal to 100 percent of the contract amount, comprehensive insurance (Workers' Compensation $500,000, General Liability $2,000,000 aggregate, Commercial Auto Liability $1,000,000 combined single limit, Professional Liability $1,000,000 per claim), and Federal Suspension and Debarment Compliance certification. E-Verify enrollment and Georgia ethics compliance are mandatory. Bids remain valid for 120 calendar days from submission. Responses to bidder questions will be provided by August 27, 2026.
