About this file
This is a scored questions exhibit document for a Request for Qualifications/Proposals (RFQ/P) for Hazard Mitigation Plan professional services. The procurement evaluates bidder qualifications and cost proposals using an 800-point scoring system allocated on a 70/30 ratio, with 560 points available for technical qualifications and 240 points for cost proposals. Bidders must respond to all eight evaluation questions to avoid receiving a zero score. The evaluation criteria require minimum five years of experience providing professional services and completing local Hazard Mitigation Plan updates, with documentation of at least three similar projects completed within the past three years that include project names, entity names, project costs, and reference contact information. Additional evaluation areas include knowledge of applicable statutes, laws, regulations, and ordinances influencing the Hazard Mitigation Planning Process; workforce expertise and employment status; quality assurance and corrective action processes; and litigation or contract termination history over the preceding five years.
Responses must provide sufficient detail to demonstrate completeness and technical abilities across all weighted questions. Apparent award winners may be subject to interviews, demonstrations, or further negotiations prior to contract award. The document does not specify contract term, renewal options, funding sources, or pricing terms, as this exhibit functions solely as the technical evaluation framework for the procurement process.
