About this opportunity
The City of Amarillo is soliciting proposals for 2027 stop loss insurance coverage, with proposals due November 5, 2026 at 3:00 p.m. via Bonfire Hub. Evaluation will employ a 100-point scoring system weighted 40% price, 20% quality of vendor goods or services, 20% extent to which goods or services meet the City's needs, 10% vendor's past relationship with the City, and 10% other relevant factors and vendor reputation.
Stop loss coverage must integrate with incumbent claims administrators: Aetna for medical claims administration and RxBenefits, Inc./OptumRx for prescription drug administration. The current 2026 policy, issued by PartnerRe America Insurance Company, carries an individual deductible of $750,000 per covered person per family, composite premium of $24.33 per covered individual, and covers approximately 2,139 members. Historical claims data from January 2023 through August 2026 shows monthly gross claims ranging from approximately $1.36 million to $3.24 million, with year-to-date 2026 totals of $20.08 million through August. Full-year 2025 claims totaled $27.83 million; full-year 2024 totaled $24.68 million. Employee counts remain stable at 2,047–2,188; member counts (including dependents) range 4,393–4,663.
Proposers must submit comprehensive questionnaire responses addressing general company information, financial details (three years of statements and credit ratings), customer service capabilities, references from governmental agencies or regional districts, and stop loss-specific coverage terms across 51 detailed questions. All responses must be complete; contingent answers render proposals non-responsive. Vendors must provide rate quotations using standardized PEPM pricing with specified coverage parameters including individual stop loss levels, reimbursement percentages, and claim accumulation methodologies. Questions are due ten calendar days before the November 5 closing date. Vendors must verify they are not on the City Excluded Parties List and comply with all Certificate of Insurance requirements. The City maintains no obligation to award as a result of this solicitation; all addenda and amendments are issued through Bonfire Hub.
