About this opportunity
The Successor Coeur d'Alene Custodial and Work Trust is requesting qualifications for remedial action construction contractors across three separate projects at the Bunker Hill Mining and Metallurgical Complex Superfund Site in Shoshone County, Idaho, with RFQ responses due September 16, 2026 at 12:00 p.m. PDT, and interviews tentatively scheduled for the week of September 21.
The Trust intends to prequalify four to six contractors per project. The work encompasses mine waste excavation and hauling, stream diversion, construction dewatering, stream reconstruction, bank stabilization, Redi-Rock retaining wall installation, liner installation, storm water construction, adit closures, revegetation, and utility coordination in steep mountainous terrain across the Standard-Mammoth Reach, Frisco Black Bear Reach, and Canyon Creek Garbage Dump projects. Standard-Mammoth Reach and Frisco Black Bear Reach are anticipated to complete within two construction seasons; Canyon Creek Garbage Dump within one. All work is conducted under EPA oversight.
Respondents must demonstrate HAZWOPER certification and hold Site Safety and Health Officer qualification with minimum two years of experience. A quality assurance/quality control program and EPA-compliant document management are required. Prevailing wages apply to all projects. A Diesel Emissions Reduction Implementation Plan must be implemented.
The Trust has established a local labor objective of 50% for field and office personnel, defined as the area east of the Idaho/Washington border and west of Lookout Pass. Contractors must explain their plan to meet this objective or justify why it cannot be attained.
Selected contractors will execute a Master Services Agreement with project-specific work orders. Statements of Qualifications must not exceed 20 pages (excluding resumes and cover page), submitted electronically via CivCast in searchable PDF format. Questions were due August 28, 2026; answers were provided September 4. A mandatory pre-bid site walk is tentatively scheduled for the week of October 5, 2026. Successful contractors will be asked to submit bids during the first quarter of 2027.
