About this opportunity
The Idaho Department of Environmental Quality is soliciting Statements of Qualifications under RFQu2610CPDEQ for technical assistance in administering IDAPA 58.01.13, the Rules for Ore Processing by Cyanidation, with a non-mandatory pre-proposal conference on November 13, 2026 and qualifications due December 11, 2026 at 5:00 p.m. Mountain Time. Vendors must register for the Microsoft Teams conference by November 4, 2026.
Scope covers preliminary design and preapplication review, application review, permitting assistance, and compliance support for cyanidation facilities. The state expects to award multiple contracts on a task-order basis under indefinite-delivery/indefinite-quantity terms, so no specific projects are guaranteed. The five-year term supports overlapping permitting activity for gold and silver mining in Idaho, including Phase III modifications to the Stibnite Gold Project and two additional mining operations expected to enter permitting in 2027. Contractors must employ and obtain certification for a professional engineer licensed in Idaho for work under the contract.
Evaluation criteria are firm history and capability to perform the project, relevant project experience, qualifications of the project team, familiarity with the area and project, and project approach and schedule. A selection committee will rank proposals and identify the top five vendors for the DEQ Project Officer to develop a short list. The DEQ expects to provide written notification within 30 days of receipt. The state will then negotiate contracts with ranked vendors in sequence until an agreement is reached.
Written questions are due November 19, 2026 at 11:59 p.m. Mountain Time. Qualifications Statements must be submitted electronically through the IPRO Supplier Portal, and the RFQu opening is scheduled for December 14, 2026 at 10:00 a.m. Mountain Time. Contractors must comply with applicable federal, state, and local laws, including Davis-Bacon and Related Acts if federal funds are involved, and must retain all records for three years from final payment.
