Summary
This Request for Qualifications (RFQ) document is issued by the Successor Coeur d'Alene Custodial and Work Trust for remedial action construction projects within the Canyon Creek Basin in Shoshone County, Idaho, conducted under EPA oversight at the Bunker Hill Mining and Metallurgical Complex Superfund Site. The RFQ solicits qualified construction contractors for three separate projects: Standard-Mammoth Reach Remedial Action Construction Project, Frisco Black Bear Reach Remedial Action Construction Project, and Canyon Creek Garbage Dump Remedial Action Construction Project. Work includes excavating and hauling mine waste materials, regrading and consolidating mine waste, stream diversion, construction dewatering, stream reconstruction, bank stabilization, Redi-Rock retaining wall installation, liner installation, storm water construction, adit closures, revegetation, and coordination with utility companies in steep mountainous terrain. The Standard-Mammoth Reach and Frisco Black Bear Reach projects are anticipated to be completed within two construction seasons, while Canyon Creek Garbage Dump is expected to be completed within one construction season. The RFQ deadline for submittal is 12:00 p.m. PDT on September 16, 2026, with interviews tentatively scheduled for the week of September 21, 2026. A mandatory pre-bid site walk for prequalified contractors is tentatively scheduled for the week of October 5, 2026, and successful contractors will be asked to submit bids during the first quarter of 2027. The Trust's objective is to prequalify four to six contractors for each project based on submitted Statements of Qualifications. Questions must be submitted by August 28, 2026, with answers provided by September 4, 2026. Selected contractors will execute a Master Services Agreement with project-specific work orders detailing scope and costs.
Respondents must demonstrate relevant experience with mine waste excavation and hauling, construction dewatering, hazardous waste site safety (including HAZWOPER training and Site Safety and Health Officer qualification with minimum two years of experience), quality assurance/quality control program implementation, and detailed document management capabilities required for EPA compliance. The Coeur d'Alene Trust requires prevailing wages for all projects and implementation of a Diesel Emissions Reduction Implementation Plan. The Trust has established a local labor objective of 50% for field and office personnel, defined as the area east of the Idaho/Washington border and west of Lookout Pass, with contractors required to explain their plan to meet this objective or justify why it cannot be attained. Respondents must submit electronically via the CivCast website a Statement of Qualifications not exceeding 20 pages (excluding resumes and cover page) in searchable PDF format, including company capacity information, subcontracting approach, relevant work experience (maximum 10 project profiles), health and safety program details, QAPP implementation experience, and demonstrated document management experience.
