About this opportunity
The City of Philadelphia Procurement Department is soliciting bids for flat printing services for the 2027 Real Estate Tax Billing Project, with bids due August 27, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award and cannot deliver services until officially notified.
The scope involves printing and delivering real estate tax bills and associated materials on 60# White Opaque Smooth paper stock. The vendor must demonstrate a proven secure and protected process for handling and transmitting final billing data files containing Federal Taxpayer Information (FTI) real estate bill data, ensuring compliance with data security requirements.
The project schedule is strictly mandated due to legislative requirements. Critical milestones include SFTP testing on October 14, billing and return envelopes and final billing data file delivery on October 28, PDF and hardcopy proofs to the Department of Revenue on November 3, proof approval on November 5, and final delivery of 2027 Real Estate Bills to the Department of Revenue Outgoing Mail Center on November 17. All testing and deliverable timeframes must be strictly adhered to. Upon purchase order receipt, the awarded vendor will be notified of the finalized schedule.
Submissions are made through the PHLContracts.phila.gov online portal. Vendors must complete all required tabs, provide unit costs and optional discounts for each line item, answer mandatory questions, accept terms and conditions, review attachments and supporting documentation, and address all validation warnings prior to submission. The Local Business Entity (LBE) certification question must be answered to proceed, though the LBE Program does not apply to this Flat Printing Program.
