About this opportunity

Michigan's Department of Technology, Management and Budget (DTMB) Design and Construction Division is soliciting proposals for a 2027 Laboratory Testing Services Indefinite-Scope, Indefinite-Delivery (ISID) contract on behalf of the Department of Environment, Great Lakes, and Energy (EGLE) Remediation and Redevelopment Division, with proposals due November 19, 2026 at 2:00 p.m. local time. Bidders must provide a Certification of a Michigan Based Business and a responsibility certification covering criminal, tax, licensing, and ethical standards.

The work covers environmental laboratory testing for EGLE remediation, underground storage tank, and redevelopment matters under NREPA Parts 201, 211, and 213, including metals, volatile and semivolatile organics, pesticides, PCBs, and PFAS. Laboratories may bid only services performed in-house. Respondents must submit proficiency testing for every proposed analysis, maintain annual proficiency studies for Methods 8260, 8270, 8081, 8082, and metals, and provide a Project Manager with at least three years of PM experience and ten years on similar projects. Firms must also show 24/7 emergency contact capability and mobilization for non-scheduled hours, and the awardee bears sample retention of seven years at its own cost.

Total compensation for all assigned projects may not exceed $2.0 million unless the Department approves otherwise in writing. No minimum work volume is guaranteed, and per-sample pricing must include shipping, consumables, and overhead, with no premium or overtime pay absent written direction. The draft contract provides a four-year term from award with State extension options, while the RFP states the ISID contract will expire January 30, 2027. Incumbent firms Eurofins Environmental Testing North Central, LLC, Fibertec, Inc., and Merit Laboratories are eligible to reapply. The State will award one or more contracts, and the number has not been determined. Awardees may participate in MIDeal, a cooperative purchasing program.

Evaluation is weighted equally between technical and cost proposals. The technical portion scores business organization (10%), accreditations and certificates (10%), experience and proficiency testing (30%), quality assurance project plan (30%), requested services and capacity (10%), and special factors (10%). The cost portion scores per-sample costs (90%) and a rush turnaround time cost multiplier (10%).

Addendum 1 extended the proposal deadline from November 12, 2026 to November 19, 2026, and bidders must acknowledge the addendum. The October 19, 2026 question deadline has passed. Proposals must be submitted electronically through SIGMA VSS as a single attachment not exceeding 25 megabytes. Contract award is expected within 45 days after the proposal due date.
