About this file
This Project Statement is a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division on behalf of the Department of Environmental, Great Lakes, and Energy (EGLE) for professional contracted laboratory testing services. The solicitation seeks an Indefinite Scope Indefinite Delivery (ISID) contract to provide laboratory testing services for EGLE's Remediation and Redevelopment Division when services cannot be provided in-house. The contracted laboratory will conduct activities in accordance with the latest federal and state environmental regulations, including compliance with EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA standards. Proposals must be submitted electronically through SIGMA VSS by November 12, 2026, at 2:00 p.m. Eastern Time. No mandatory walkthrough inspection is required; however, laboratories may coordinate voluntary meetings with EGLE. Questions must be emailed to Sadi Rayyan at rayyans@michigan.gov no later than October 19, 2026, at 2:00 p.m. Eastern Time. Technical and cost proposals may be combined into a single attachment not exceeding 25 megabytes, and bidders are advised not to wait until the deadline to submit to avoid system submission failures.
The solicitation does not specify pricing terms, cost structures, or contract value limits within the provided Project Statement. No set-asides are indicated in this document. NIGP codes 92685 and 92693 are designated for this procurement. The contract term and schedule of work will be determined by EGLE RRD Laboratory Services at their sole discretion. Interested bidders should contact DTMB Project Director Sadi Rayyan at rayyans@michigan.gov or EGLE Client Agency Contact Bridget Walsh at walshB1@michigan.gov for additional information.
