About this opportunity

The City of Kissimmee Parks & Recreation Department is requesting proposals from event promoters, organizations, and event producers to host cultural, educational, music, and art festivals and community events at Kissimmee Lakefront Park during calendar year 2027, with proposals due September 25, 2026. This is an RFI — a non-binding solicitation to identify qualified vendors for potential placement on the annual events calendar.

The scope encompasses two event scales. Large-scale festivals with anticipated attendance of 5,000 or more must be held on Veterans Lawn or Festival Lawn during February, May, August, or September 2027. Smaller-scale community events with 100–1,000 anticipated attendees are solicited for Ruby Plaza or Lighthouse Lawn in January, March, April, July, August, October, or December 2027. Proposers must demonstrate organizational capability and previous event experience, provide a detailed festival plan including expected participant count and preferred dates, and commit to the City's event handbook, license agreement, fee structure, and applicable city policies and codes.

Proposals are evaluated on four criteria: Organization & Experience (50 points), Event Revenue & Economic Impact (25 points), Marketing (15 points), and Collaboration (10 points). Applicants must submit executing-party contact information, organizational summary and event history, festival details, a marketing plan with budget and sponsorship strategy, and at least three professional references from industry partners or past-performance venues.

The City reserves the right to accept or reject any proposal, waive minor informalities, and award based on its best interest. To ensure event diversity, the City will not award similar events within a 45-day window. Selected organizations will be considered for placement on the Kissimmee Lakefront Park Annual Events & Festivals Calendar for 2027. Proposals should be directed to Matt Libby, Assistant Director of Parks & Recreation, at matt.libby@kissimmee.gov or 101 Church Street, Suite 330, Kissimmee, Florida 34741.
