About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, is soliciting proposals for a 2027 general architecture and engineering services indefinite scope, indefinite delivery (ISID) roster, with questions due November 9, 2026 at 2:00 p.m. Eastern. Firms must be licensed to practice in Michigan. No set-asides or special procurement requirements are identified in the solicitation. The opportunity notice lists proposals due November 19, 2026, while the RFP states November 29, 2026, both at 2:00 p.m. Eastern through SIGMA VSS.
The roster supports minor, urgent, and routine state facility projects, including alterations, additions, facility upgrades, and special maintenance, with most projects below $500,000 in total cost. Client agencies named include MDOC, DNR, and MSP. Services span study, program analysis, schematic, preliminary, and final design, and construction administration, with work assigned project by project through task orders. Firms must identify qualifications across project types such as ADA assessments, civil, electrical, structural, HVAC, roofing, parking and paving, and water and wastewater systems, along with their Michigan service regions. Each claimed service area requires at least three project examples with references from the past five years, plus a four-year rate schedule by position.
Compensation is time-and-materials at contracted hourly rates under a not-to-exceed authorization, with no guaranteed work or compensation. Bidders submit billable rate ranges for each classification and contract year, enter a $1.00 bid in SIGMA, and may combine technical and cost proposals into one attachment not exceeding 25 megabytes. Sub-consultant markup is capped at 5% per year, and travel is reimbursable only for projects beyond 100 miles one-way. The contract template provides a four-year initial term with one additional year at the State's option. Funding comes from state sources, determined per project.
Evaluation weights the technical proposal at 80% and the cost proposal at 20%. Award is expected within thirty days after the proposal deadline. No pre-proposal meeting or site walkthrough is scheduled. Firms holding 2025 ISID contracts that expire in April 2029 are not required to re-propose, and the roster will be supplemented as March 2027 expirations occur. Questions go to Project Director Chris Parsons at parsonsc5@michigan.gov.
