About this opportunity
Ada County Highway District (ACHD) is requesting bids on bulk diesel and unleaded fuel for 2027 under ITB, with sealed bids due October 28, 2026 at 3:00 p.m. MST via ACHD's eProcurement portal and public opening via Zoom.
The scope covers delivery of diesel #1, diesel #2, and unleaded gasoline (minimum 87 octane) to three locations: 3730 Adams Street in Garden City; 440 Cloverdale Road in Boise; and 4399 S. Apple Street in Boise (to be added August 2027). Estimated annual quantities are 54,300 gallons of diesel #1, 180,000 gallons of diesel #2, and 85,000 gallons of unleaded fuel. All fuel must meet current ASTM specifications (D4814 for gasoline; D975, D1976, D4294, D2500 for diesel). Delivery must occur within two business days of order receipt between 8:00 a.m. and 5:00 p.m. MST, Monday through Friday, excluding major holidays. The contractor is responsible for fuel quality, metering device maintenance, and removal and replacement of contaminated or non-compliant fuel within 24 hours of notification.
Pricing is structured exclusively as a margin added to the Oil Price Information Services (OPIS) RackFax Rack Average price for Boise, Idaho; no alternative pricing methodologies are accepted. Bidders must acknowledge acceptance of this methodology in their proposal.
The contract term is 2027 with potential extension at ACHD's discretion. Performance is F.O.B. Boise to ACHD's principal place of business. Upon award, the successful bidder must furnish supply, material, payment, and performance bonds each equal to 100 percent of the estimated contract value within 20 calendar days of execution. Comprehensive general liability insurance with minimum limits of $100,000 per claim and $500,000 aggregate, and motor vehicle insurance at the same limits, are required. Late delivery penalties apply at 1 percent of total agreement value per week from the delivery date. The contractor must provide transitional services for a minimum of 90 days if a replacement contract is not established before expiration.
Questions are due October 21, 2026 at 4:30 p.m. The final addendum will be issued October 22, 2026 at 4:30 p.m. Award is anticipated within 60 days of bid opening, and the awardee must execute the agreement within 15 days of notification.
