The City of Joliet, Illinois is soliciting sealed bids for 2027 biosolids disposal under Contract No. 3032-1226, with bids due November 12, 2026 at 10:30 a.m. local time through the Euna Procurement (Bonfire) portal. A local bidder preference ordinance applies to this contract, and vendors must prequalify through the city's online application process to receive local bidder status.
The Department of Public Utilities requires removal, transportation, and land application of biosolids from three wastewater treatment plants: Joliet East Side (1021 McKinley Avenue), Joliet West Side (Olin Road), and Aux Sable (8300 Black Road). Contract quantities are 31,000,000 gallons of liquid biosolids and 7,000,000 gallons of dewatered cake, with minimum per-call quantities of 800,000 gallons for liquid biosolids and minimum daily disposal of 400,000 gallons. Disposal goes to approximately 1,000 acres of City-supplied agricultural sites or to contractor-supplied sites that comply with Illinois Environmental Protection Agency regulations. Biosolids must be injected to a depth of 8 to 10 inches unless surface application is authorized, and operations are limited to 7:00 a.m. to 10:00 p.m. unless extended by the Plant Operations Superintendent. Work must begin within two working days of notice, excluding holidays.
Proposals require a job plan, proof of at least one year of similar experience, a complete equipment and personnel list, and a copy of an Illinois Environmental Protection Agency Control Permit. Bid security of at least 10 percent of the base bid is required as a certified check, cashier's check, or bid bond from an Illinois-licensed surety. The contract is subject to the Illinois Prevailing Wage Act, with certified payroll records required. The awardee must provide a certificate of insurance naming the City as additional insured on a primary and non-contributory basis, plus evidence of workers' compensation coverage. Bidders must also comply with the Illinois Drug-Free Workplace Act and Illinois Human Rights Act, submit current financial statements, equipment lists, and descriptive literature, and complete non-collusion, tax compliance, and responsible bidder affidavits under City Ordinance 2-440.
Payment is per gallon of liquid biosolids based on daily meter readings, with 10 percent retainage held until contract completion. The term covers calendar year 2027, with City extension options for calendar years 2028 through 2031.
Bids will be publicly opened and read aloud in Conference Room #2 at City Hall, 150 W Jefferson Street, Joliet, Illinois 60432, on November 12, 2026. The Public Service Committee reviews the contract November 30, 2026, and council approval is anticipated December 1, 2026. Vendors must self-register in Bonfire, accept its terms and conditions, and opt in to notifications. Communications must reference the bid number and contract title and be directed to Milton Kanellakes, Director of Purchasing, with a copy to the Purchasing department.
