About this opportunity
The Colorado Department of Human Services is requesting qualifications from Architect/Engineer firms for building stabilization design services at the Colorado Mental Health Institute at Pueblo (CMHHIP), with qualifications due August 22, 2026 and a mandatory pre-submittal conference and site tour on August 4, 2026 at 9:00 a.m. at 1600 W. 24th Street, Building 49, Conference Room B118, Pueblo, Colorado. The source contains three addenda issued August 14, 2026, that modify the original RFQ timeline and requirements; the most recent addendum (Addendum 3) clarifies energy efficiency, embodied carbon reduction, and geotechnical scope requirements.
The project encompasses structural assessment and repair across five buildings at CMHHIP constructed between 1934 and 1974: Building 54 (warehouse with foundation stabilization), Building 1A (historic stone wall), Building 33 (foundation and roof repairs), Building 20 (potential demolition assessment and utility hub construction), and Building 140 (concrete floor slab replacement and geotechnical assessment). The scope requires Design/Bid/Build delivery with design beginning September 28, 2026, and construction running March through December 2027. The estimated project cost is $1.227 million. Geotechnical engineering services are mandatory. The awarded firm must comply with Buy Clean Colorado Act requirements for structural steel, reinforcing steel, concrete, and wood structural elements, including Environmental Product Declarations and Global Warming Potential limits. Energy efficiency and embodied carbon reduction requirements apply, scaled to the actual stabilization scope, with life cycle cost evaluations required if stabilization impacts the building envelope, thermal barriers, roofs, or mechanical and electrical systems.
Respondents must demonstrate two years in business under the same name, design experience on at least two projects exceeding $1 million in hard costs, and no prior state termination for non-performance. The selected architect and structural engineer must meet the Secretary of the Interior's Professional Qualifications Standards for Historic Architecture or Historic Preservation and have experience with state historic preservation coordination; specific experience with History Colorado and the Colorado State Historical Fund grant process is highly preferred. Colorado labor must comprise at least 80 percent of the work. Submittals are limited to 20 pages and must address project team qualifications, firm capabilities, prior experience, project approach (including budget methodology, quality control, schedule management, and embodied carbon reduction strategies), equity and diversity initiatives, and work location. Short-listed firms will be notified August 28, 2026, with oral interviews scheduled for the week of September 9, 2026. The State reserves the right to award additional work without public advertisement.
