About this file
This addendum to RFQ2027000001 provides revised timeline and clarifications for the Building Stabilization, CMHHIP Buildings Phase 1 of 2 project issued by the State of Colorado. The project seeks to acquire an Architect/Engineer (A/E) firm to provide design services for building stabilization work. The Request for Qualifications was issued on July 3, 2026, with a mandatory pre-submittal conference and tour scheduled for August 4, 2026, at 11:00 am. Requests for clarifications are due by August 7, 2026, and prequalification submittals (Step I) are due August 21, 2026. The interview short list will be announced August 28, 2026, with oral interviews scheduled for the week of September 9, 2026, and selection announced September 15, 2026. Contract negotiation is anticipated for October 7, 2026, with design services commencing October 14, 2026, and construction anticipated to begin in March 2027 and be completed by December 2027.
The addendum clarifies several qualification and team composition requirements. The prime A/E firm must attend and sign in at the mandatory conference; subconsultant attendance alone does not satisfy this requirement. No minimum self-performance percentage is required for A/E firms, though the prime firm is expected to provide substantial services rather than function as a pass-through entity. A general contractor cannot serve as the prime respondent; all professional A/E services must be performed under the direct supervision of a Colorado-licensed architect or engineer. Minimum design experience and historic preservation qualifications may be satisfied through combined team experience rather than by the prime respondent independently. The addendum also notes that specific experience with History Colorado and the Colorado State Historical Fund grant process, including preparation of Historic Structure Assessments, is highly preferred for evaluation.

2. If a qualified A/E firm serves as the prime respondent and Southern Mesa is listed as a subconsultant, does Southern Mesa’s attendance at the 1st mandatory conference satisfy the attendance requirement for the proposed team, or must the prime firm itself have attended and signed in?
Since this RFQ is to acquire an A/E, the prime A/E firm will need to attend and sign in.
3. Does this RFQ require the prime respondent to perform a minimum percentage of the services using its own employees? We have heard that some government contracts require 30% self-performance, but we do not see that requirement in the RFQ or sample agreement.
No. There is no self-performance requirement for an A/E. However, the intent is for the prime A/E to do the heavy lifting and not just be a pass-through entity.
4. May a general contractor serve as the prime respondent and contract holder if all regulated architectural and engineering services are performed and sealed by qualified Colorado-licensed subconsultants?
OSA requires that all professional A/E services (whether self-performed or sub consulted) be performed under the direct supervision of an architect or engineer actively registered and licensed in the state of Colorado. So, a general contractor cannot be the prime respondent and contract holder for A/E services.
5. May the minimum design-experience and historic-preservation qualifications be satisfied through the combined experience of the proposed team, or must the prime respondent independently meet them?
Yes, the combined experience of the proposed team satisfies the requirement. The prime respondent does not need to independently hold all specialized historic preservation credentials in-house.
6. Would Southern Mesa’s participation as the prime consultant affect its eligibility to compete for the future construction contract?
Southern Mesa does not qualify as an A/E. However, Southern Mesa may be eligible as a general if an A/E would like to get them on board.
7. Correction: X. Evaluation of Qualifications
1. Project Team 10th bullet down Specific experience working with History Colorado, and navigating the Colorado State Historical Fund (SHF) grant process, including the preparation of formal Historic Structure Assessments (HSAs), is highly preferred.
