About this file
This is Addendum 3 to RFQ2027000001 for the state of Colorado, issued by what appears to be the Colorado Department of Higher Education or a related state entity, pertaining to building stabilization services for CMHHIP Buildings Phase 1 of 2. The RFQ seeks qualified Architect/Engineer (A/E) firms to provide comprehensive design and engineering services for stabilization work on existing buildings. The addendum clarifies key submission requirements and project scope parameters, including guidance on resume inclusion in the qualifications package and confirmation that energy efficiency and embodied carbon reduction requirements apply to the project. The State will supply existing architectural, structural, and civil site documentation for reference purposes only, though the awarded firm must independently verify all existing conditions through field investigation. Geotechnical engineering services are required as part of the proposed scope to assess site-specific soil conditions relevant to the stabilization work.
The addendum confirms that both energy efficiency and embodied carbon emissions reduction requirements are applicable to this project, scaled proportionally to the actual stabilization scope. Firms must comply with current Office of the State Architect (OSA) energy codes and conduct life cycle cost evaluations if proposed stabilization methods impact the building envelope, thermal barriers, roofs, or mechanical and electrical systems. The Buy Clean Colorado policies apply to eligible materials including concrete, steel, wood, and glass, requiring compliance with OSA Environmental Product Declarations (EPDs) and Global Warming Potential (GWP) limits. The awarded A/E firm assumes responsibility for incorporating these sustainability requirements into construction specifications and for conducting necessary field verifications and geotechnical investigations to complete accurate design documentation.

Addendum 3
RFQ2027000001
2027-031M26 Building Stabilization, CMHHIP Buildings Ph1 of 2 Published 8/14/2026
1. Is there a limit to the number of resumes that may be included in the qualifications package? Provide what is necessary to complete your submission
2. Do resumes count toward the 20-page submittal limit, or may they be included as an appendix outside of the page count? Provide what is necessary to complete your submission
3. Regarding page 9 of the RFQ under “4. Project Approach”, are these two subsections applicable to this project?
b. Improve energy efficiency through the use of an integrated design process, life cycle costing, the use of an energy standard (current OSA energy code) and the specification of energy-efficient materials, systems, and equipment
c. Reduce embodied carbon emissions by utilizing and submitting Environmental Product Declarations (EPDs) that meet the OSA’s maximum acceptable global warming potential (GWP) limits. Yes, both subsections are applicable to this project, scaled to the actual scope of the stabilization work. Proposing firms are expected to adhere to all Office of the State Architect (OSA) policies.
· Regarding (b) Energy Efficiency: If the proposed stabilization methods impact the building envelope, thermal barrier, roof, or existing mechanical/electrical systems, the A/E must comply with the current OSA-adopted energy codes and evaluate life cycle costs for those systems.
· Regarding (c) Embodied Carbon: The State’s Buy Clean Colorado policies apply to this project. Any eligible materials used for the building stabilization—such as concrete, steel, wood, or glass—must meet the OSA’s requirements for Environmental Product Declarations (EPDs) and Global Warming Potential (GWP) limits. The A/E will be responsible for incorporating these requirements into the construction specifications.
4. Will you provide:
· Foundation Plans
· Framing Plans (Structural Plans)
· Architectural Plans
· Soil Investigations for buildings in question or other building in the site vicinity
· Civil Site Plans (Showing grade elevations, pavement, curb and gutter, etc… The State will provide all available existing documentation, including historical architectural, structural, and civil site plans, to the awarded firm. However, these documents are provided for informational purposes only. The accuracy and completeness of these historical documents are not guaranteed. The awarded Architect/Engineer (A/E) will be responsible for field-verifying all existing conditions as required to execute the design. Updated or specific soil investigations are required for this building stabilization; the A/E should include geotechnical engineering services as part of their proposed scope of work.
