About this opportunity

The State of Colorado, Office of the State Architect, is requesting qualifications for architectural and engineering services to upgrade the heat plant controls system in Building 3 at the Colorado Mental Health Institute at Pueblo (Phase 1 of 2) under RFQ 2027-026M26, with proposals due August 14, 2026.

This is a qualification-based selection process evaluated through prequalification submittal and oral interview phases. The prequalification evaluation form weights six criteria: project team qualifications and experience (4–5 points), firm and team capabilities (3–5 points), prior experience with similar projects (5 points), project approach including budget and quality control methodologies (4–5 points), equity, diversity, and inclusion initiatives (2 points), and work location and familiarity with the project area (2–5 points). Evaluators rate each criterion on a 0–5 scale with scores calculated by multiplying weight by rating. The oral interview phase uses a condensed set of criteria (project team, team capabilities, prior experience, project approach, and work location) weighted at 3–5 points. A ranking matrix compiles combined scores from multiple evaluators across both phases to identify the most qualified firms.

The scope encompasses system design, equipment procurement, installation, testing, and commissioning of new building automation and heating control systems to modernize the existing infrastructure and improve operational efficiency. The consultant must ensure compliance with Colorado Building Codes as adopted by the State Buildings Program and coordinate with the State's Code Review Agent at appropriate design phases. If the project qualifies as a public project, the consultant must comply with the Buy Clean Colorado Act, which requires specified Environmental Product Declarations for eligible materials including asphalt, cement, concrete, glass, steel, and wood structural elements. Professional services span pre-design, schematic design, design development, construction documents, bidding phase, contract administration, and post-construction phases. The consultant must maintain Professional Errors and Omissions liability insurance with minimum coverage varying by project construction cost, from $250,000 per claim for projects under $1 million to $2 million per claim for projects $20 million and above, extending three years beyond project completion. Compensation is structured in phases with a fixed limit of construction cost and total compensation amount established at contract execution; additional services require written approval and are compensated at agreed wage rates multiplied by 1.15.
