RFQ 2027-026M26 Phase 1 Summary

This is a Request for Quotation (RFQ) issued by the State of Colorado for the upgrade of heat plant controls systems in Building 3. The project involves the replacement and modernization of the existing building automation and heating control systems to improve operational efficiency and building performance. The RFQ seeks qualified contractors to provide comprehensive services including system design, equipment procurement, installation, testing, and commissioning of new controls systems. Bidders are required to submit proposals by the specified deadline, with evaluation based on technical qualifications, pricing, and proposed project schedules. The contract is anticipated to be awarded to the lowest qualified responsive bidder, with project completion expected within the timeframe outlined in the RFQ. Interested contractors are encouraged to attend the optional pre-bid meeting to clarify project requirements and site conditions.

The pricing structure requires bidders to submit detailed cost proposals including labor, materials, equipment, and any applicable overhead and profit margins. No specific set-asides or incumbent contractor preferences are indicated in the RFQ. Funding for this project is provided through the state's capital improvement budget allocation. Bidders must demonstrate adequate bonding capacity, insurance coverage, and relevant experience with building automation system upgrades of similar scope and complexity. All work must comply with applicable state procurement regulations, building codes, and environmental standards. The successful contractor will be required to maintain project schedules, coordinate with state facilities management, and provide warranty coverage on all installed systems and components.

II. PROJECT OVERVIEW

Introduction

The Division of Facilities Management (DFM) of the Colorado Department of Human Services (CDHS) is selecting an Architect/Engineer/Consultant (A/E) team to design the replacement of outdated heat plant controls and operating systems with modern controls and operating systems.

The heat plant on the CMHHIP campus is a 24/7/365 facility operated by the Department of Human Services and provides 125# steam and soft water to over 60 facilities (including the Colorado Mental Health Hospital in Pueblo, three Department of Corrections facilities, a Department of Youth Services Center and a central kitchen that provides daily meals to thousands of patients and inmates) for heat, domestic hot water and meal preparation. The heat plant consists of two coal boilers and two dual-fuel boilers (natural gas and diesel). The existing supervisory controls were installed in 2004 and function on obsolete operating systems (Windows XP and Windows 10) and the PLC controls are outdated/legacy items that can typically only be sourced on the secondary market or from abroad. The aim of this project is to design a project to replace these outdated legacy controls with modern boiler controls that are more robust and fault tolerant.

Although the state is generally exempt from local planning and zoning regulations and procedures, it is customary and appropriate to coordinate and otherwise interact with local authorities as needed. Accordingly, the A/E is expected to participate in meetings and briefings as necessary. The A/E is also required to comply with all the state approved codes, and state protocols and requirements (including but not limited to FGI, CDPHE, CMS, and Code review and compliance is subject to state procedures and protocols as described by the Office of the State Architect (OSA)).

Background

The outdated controls are an ongoing maintenance issue. This project that will upgrade the computers and operating systems for the heat plants multiple controls to the newest compatible operating system.

This project will upgrade all legacy control systems to the latest operating and software system. The correction includes the upgrade of three (3) OS Systems, upgrades of all boiler control, coal, soot blower and ash programmable logic controls systems to the most current operating and software system and includes three (3) new control software programs and four (4) computer hardware systems.

The repairs and upgrades will require the reprogramming of the entire heat plant control system. Due to the complexity and special nature of the system this upgrade serves, there will be a need for a substantial field service to ensure complete integration into the complex working systems of the boiler system and to ensure that there are no interruptions during the upgrades.

The Colorado Department of Human Services (CDHS) anticipates using a Design / Bid /Build (DBB) approach to project delivery. The Architect/Engineer is expected to provide Basic Services as described in the sample Architect/Engineer/Consultant Agreement and Terms and Conditions of the Contract unless otherwise noted.

The process to be used in the selection of the Architect/Engineer/Consultant is comprised of two steps. In STEP I submittals will be screened and scored as described in detail in Section X. STEP II is the Oral Interview as described in detail in Section XI. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with the project will evaluate responses to this RFQ. Upon completion of the evaluation of the Submittals, a limited number of firms will be invited to the oral interviews.
