About this opportunity
Columbia County, Georgia is issuing Request for Proposal 2026009-RFP1313 for on-call disaster recovery public assistance consulting services. The county seeks qualified vendors to provide technical, administrative, and training support on an as-needed basis, with services potentially including damage assessment, disaster recovery planning, project estimation, FEMA force account documentation, small and large project document assembly, federal procurement requirements review, and grant procurement and administration. The scope of work encompasses collaboration with federal agencies, state agencies, and local governments, with all services subject to compliance with Federal Emergency Management Agency (FEMA) guidelines and regulations established by the Georgia Emergency Management Agency (GEMA). Vendors must demonstrate comprehensive knowledge of FEMA grant programs and federal aid contract requirements, as detailed in the RFP's Exhibit A. The proposal due date is April 9, 2026, with full project details and submission requirements available through registration on the Bonfire hub at https://columbiacountyga.bonfirehub.com. The posting date for this opportunity is March 4, 2026, allowing vendors sufficient time to review requirements and prepare responsive proposals.
The RFP indicates that awarded vendors must be prepared to provide identical services and costs to both incorporated and unincorporated areas of Columbia County, and the procurement is structured to allow the two incorporated municipalities—the Cities of Grovetown and Harlem—to independently enter into pre-event contracts with the selected vendor(s) at the same rates and terms. No specific set-asides for disadvantaged enterprises or organizational restrictions are mentioned in the provided documentation. The RFP notes that no current projects requiring these services exist at the time of posting, indicating this is a contingency contracting vehicle for future disaster-related needs. No specific award values or budget ranges are disclosed in the posted information. Interested respondents should access the complete RFP documents through the Bonfire platform to identify any additional evaluation criteria, incumbent vendor information, or technical requirements relevant to their proposals.
